4.Written Comments on the Oran EIR and Responses to Comments <br /> Letter 3. Department of Transportation <br /> (Gary Arnold, District Branch Chief) <br /> 3-1 The comment encourages the City to locate needed housing near alternative modes of <br /> transportation to reduce vehicle use and thus reduce greenhouse gas emissions. As <br /> outlined in Table 4.E-5 on page 4.E-18 of the Draft SEIR, the Climate Action Plan <br /> includes strategies that would reduce emission by approximately 101,649 MT CO,e. <br /> Most of these projected emission reductions come though policies that promote and <br /> support a more efficient land use and transportation connection. Further, as stated on <br /> page 3-19 of the Draft SEIR, the Draft Climate Action Plan (Draft CAP)relies largely on <br /> the General Plan Amendment and rezonings associated with the Housing Element to <br /> achieve a more balanced jobs/housing balance, thus reducing Vehicle Miles Traveled <br /> (VMT), as VMT represents the single largest contributor to the City's GHG emissions. <br /> 3-2 The comment recommends that the City develop citywide policies to encourage the <br /> development of Transportation Demand Management measures for all new housing units. <br /> As described in Table 3-4 on page 3-18 of the Draft SEER, land use and transportation <br /> measures described in the Draft CAP account for approximately 28 percent of the <br /> greenhouse gas emission reduction potential. Specifically Goal 4, of the Draft CAP is <br /> improvements to transportation demand management measures outlined in the General <br /> Plan, including revised strategies and supporting actions to meet those strategies. <br /> General Plan Amendment and Rezonings 4-11 ESA 1 210016 <br /> Final Supplemental Environmental Impact Report December 2011 <br />
