CHAPTER 4 <br /> Written Comments on the Draft SEIR and <br /> Responses to Comments <br /> This chapter contains copies of the comment letters during the public review period on the <br /> Draft SEIR, and the individual responses to those comments. Each written comment letter is <br /> designated with a number(1 through 10) in the upper right-hand corner of the letter based on the <br /> order in which they were received. <br /> Within each written comment letter, individual comments are labeled with a number in the <br /> margin. Immediately following each comment letter is an individual response to each numbered <br /> comment.
