2.Revisions to the Draft EIR <br /> • Outdoor Air Quality-To the maximum extent practicable, individual and common <br /> exterior open space, including playgrounds, patios, and decks, shall either be shielded <br /> from the source of air pollution by buildings or otherwise buffered to further reduce <br /> air pollution for project occupants. <br /> The following edit have been made on page 4.0-31 of the Draft SEIR to reflect the finding of the <br /> impact discussion: <br /> Mitigation Measure 4.0-1d: Compensatory mitigation for annual grassland habitat <br /> providing potentially suitable habitat for burrowing owl.Annual grasslands at the <br /> Sites 18 and 20 may provide foraging,nesting, or wintering habitat for burrowing owl. If <br /> burrowing owls are found to be absent through the surveys prescribed above, then <br /> consistent with standard CDFG mitigations standards and ratios, annual grassland habitat <br /> at Site 18 and 20 shall be compensated for at a ratio of 1:1. If burrowing owls are found <br /> to be occupying Site 18 or 20, then compensatory mitigation shall be required at a ratio <br /> of 3:1,acres replaced to acres lost. The project applicant may fulfill this obligation by <br /> purchasing annual grassland property suitable for, or occupied by,burrowing owl. Such <br /> land shall be protected in perpetuity through an endowed conservation easement. <br /> Alternatively, the project applicant may purchase credits in an approved mitigation bank <br /> for burrowing owl. <br /> The following edit has been made on page 4.D-I5 of the Draft SEIR to ensure the City Council <br /> can review the historical resource evaluation for existing structures prior to PUD approval: <br /> Mitigation Measure 4.D-1a: On Sites 6 and 21 prior to PUD approval or demolition, <br /> whichever occurs first, the project applicant shall have a historic resource evaluation <br /> conducted for the homes and outbuildings on Site 6 and for the residence on Site 21, as <br /> applicable.
