Impact 4.J-9 <br /> Development facilitated by the General Plan Amendment and rezonings in <br /> combination with other foreseen projects in the city could potentially produce a significant <br /> cumulative increase in traffic noise exposure under the project scenario. <br /> The SEIR evaluates the impact of the proposed project related to the exposure of <br /> residents to traffic noise resulting from additional traffic on local area roadways in combination <br /> with other foreseen projects in the city. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measure 4.J-9 which is required in or <br /> incorporated into the Project, will reduce the significant environmental impact to a <br /> less than significant level. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Cumulative traffic noise level increases would be <br /> significant along Busch Road north of Valley Avenue and Valley Avenue south of <br /> Bernal Avenue. Potentially significant, cumulatively considerable, project-related <br /> traffic noise level increase of 1 dB is established along Stoneridge Drive between <br /> Johnson Drive and Hopyard Road, and Hopyard Road between Stoneridge Drive <br /> and West Las Positas Boulevard. In these cases, the project-related increases, <br /> although not in excess of the established City of Pleasanton General Plan <br /> significance threshold (5+ dB), may increase traffic noise exposure to above the <br /> City's 60 dB Ldn limit within neighboring single-family residential backyards. <br /> 2. Implementation of Mitigation Measure 4.J-9 set forth in <br /> Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.J-9 <br /> would be reduced to a less than significant level and is hereby incorporated by <br /> reference and described below. <br /> 4.J-9: Prior to PUD approval, if a potential site for rezoning would add traffic <br /> noise in excess of 55 dBA as described in Table 4.J-7, the project applicant shall <br /> conduct an off-site noise study to determine the project's contribution to off-site <br /> roadway noise and contribute its fair-share to mitigate the established noise <br /> impact. <br /> Site(s) affected: All <br /> (Draft SEIR, pp. 4.J-29 to 4.J-34.) <br />
