Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Remaining and/or previously unidentified contamination <br /> may be present on or below ground surface. Encountering contaminated soil, <br /> surface water, and groundwater without taking proper precautions during site <br /> remediation could result in the exposure of construction workers to hazardous <br /> materials and consequently result in associated significant adverse human health <br /> and environmental impacts. <br /> 2. Implementation of Mitigation Measure 4.G-2 set forth in <br /> Table 6-1 of the Final SEIR and listed in the MMRP will ensure that Impact 4.G-2 <br /> would be reduced to a less than significant level and is hereby incorporated by <br /> reference and described below: <br /> 4.G-2: The City shall ensure that each project applicant retain a qualified <br /> environmental consulting firm to prepare a Phase I environmental site <br /> assessment in accordance with ASTM E1527-05 which would ensure that the <br /> City is aware of any hazardous materials on the site and can require the right <br /> course of action. The Phase I shall determine the presence of recognized <br /> environmental conditions and provide recommendations for further investigation, <br /> if applicable. Prior to receiving a building or grading permit, project applicant shall <br /> provide documentation from overseeing agency (e.g., ACEH or RWQCB) that <br /> sites with identified contamination have been remediated to levels where no <br /> threat to human health or the environment remains for the proposed uses. <br /> Site(s) affected: All <br /> (Draft SEIR, 4.G-11 to 4.G-13.) <br /> Impact 4.G-4 <br /> Development facilitated by the General Plan Amendment and rezonings could <br /> potentially be located on one or more sites that are included on a list of hazardous materials <br /> sites compiled pursuant to Government Code section 65962.5, resulting in a hazard to the <br /> public or the environment. <br /> The SEIR evaluates the impacts related to the potential for sites proposed for <br /> development to be included on a list of hazardous materials sites compiled pursuant to <br /> Government Code § 65962.5, resulting in a hazard to the public or the environment. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes or alterations have been required in or incorporated into the <br /> Project that would avoid or substantially lessen the significant environmental <br /> effect as identified in the SEIR. Mitigation Measure 4.G-2 which is required in or <br /> incorporated into the Project, will reduce the significant environmental impact to a <br /> less than significant level. <br />
