BACKGROUND <br /> The Livermore-Pleasanton Fire Department in cooperation with LPFD Firefighters Local <br /> 1974 jointly adopted a Wellness-Fitness Program in the 2001 Memorandum of <br /> Understanding. The Wellness-Fitness Program was developed to improve employee <br /> health and fitness by controlling preventable injuries. In order to accomplish this goal, <br /> the Department adopted a national program embraced by both fire management and <br /> labor leaders. This program is called the International Association of Fire Chiefs and <br /> International Association of Firefighters Wellness-Fitness Initiative. This comprehensive <br /> program provides guidance on all aspects of firefighter wellness and fitness. A <br /> significant component of the program is a medical exam tailored to the expectations of <br /> firefighting. This physician based exam reviews all aspects of the firefighter's medical <br /> and fitness readiness. If improvements are needed, the firefighter is given a wellness <br /> and/or fitness prescription tailored to meet specific needs identified. If a medical <br /> condition is discovered, the firefighter is directed for further follow-up either via the <br /> Workers Compensation Plan or private medical care. This approach identifies potential <br /> medical problems and treats issues before the employee becomes a liability to <br /> themselves, their crew and the public. Another important aspect of the program is that <br /> data is analyzed both on an individual basis and department wide. Should an illness be <br /> reported, the treating physician has prior test results for comparison purposes. <br /> DISCUSSION <br /> The LPFD posted a request for proposal for services to perform wellness-fitness exams <br /> on the City of Pleasanton website. Respondents had to have a strong background in <br /> occupational health, a willingness to work with firefighters, and adhere to the guidelines <br /> in the adopted Initiative. Response was received only from Premier COMP Medical <br /> Group, the current provider of this service. <br /> The response was evaluated on meeting identified tasks, technical qualifications and <br /> price. In the final analysis, Premier Comp met the entire intent of the RFP. They can <br /> continue to offer comprehensive services and now have several years of data for <br /> analysis and trending purposes.
