Article 5 <br /> <br /> Provisions for Flood Hazard Reduction <br /> <br />2-21.50 Standards of Construction. In all areas of special flood <br />hazards the following standards are required: <br /> <br />A. Anchoring. <br /> <br /> (1) All new construction and substantial improvements shall <br /> be anchored to prevent flotation, collapse or lateral <br /> movement of the structure. <br /> <br /> (2) All mobile homes shall meet the anchoring standards <br /> of Section 2-21.54(A). <br /> <br />B. Construction Materials and Methods. <br /> <br /> (1) All new construction and substantial improvement shall <br /> be constructed with materials and utility equipment <br /> resistant to flood damage. <br /> <br /> (2) All new construction and substantial improvements shall <br /> be constructed using methods and practices that minimize <br /> flood damage. <br /> <br />C. Elevation and Floodproofing. <br /> <br /> (1) New construction and substantial improvement of any <br /> structure shall have the lowest habitable floor, <br /> including basement, elevated to or above the base <br /> flood elevation. Nonresidential structures may meet <br /> the standards in Section 2-21.50(C)(3). Upon comple- <br /> tion of the structure the elevation of the lowest <br /> habitable floor including basement shall be certified <br /> by a registered professional engineer or surveyor and <br /> provided to the official set forth in Section 2-21.42(C). <br /> <br /> (2) New construction and substantial improvement of any <br /> structure in Zone AO shall have the lowest floor, <br /> including basement, elevated to or above the depth <br /> number specified on the FIRM. If there is no depth <br /> number on the FIRM, the lowest floor, including base- <br /> ment, shall be elevated one foot above the crown of <br /> the nearest street. Nonresidential structures may <br /> meet the standards in Section 2-21.50(C)(3). Upon <br /> completion of the structure a registered professional <br /> engineer shall certify that the elevation of the struc- <br /> ture meets this standard and provided to the official <br /> set forth in Section 2-21.42(C). <br /> <br /> 10 <br /> <br /> <br />
