THE CITY OF 19 <br /> CITY COUNCIL - PLANNING COMMISSION <br /> pL'EASANTONC JOINT WORKSHOP AGENDA REPORT <br /> December 6, 2011 <br /> Community Development <br /> Planning Division <br /> TITLE: PGPA-17, CITY OF PLEASANTON — DISCUSSION OF HOUSING ELEMENT <br /> UPDATE INCLUDING SITES TO BE REZONED <br /> SUMMARY <br /> On July 19, 2011, the City Council authorized the submittal of a Draft Housing Element to <br /> the California Department of Housing and Community Development for its statutory 60- <br /> day review. The Draft Housing Element included a list of 17 housing sites (which had <br /> been recommended by the Housing Element Task Force and the Planning Commission) <br /> totaling 112 acres, with the understanding that the City Council would approve General <br /> Plan amendments, Specific Plan amendments, and rezoning only for those sites <br /> necessary to meet the City's share of its regional housing need. Staff is recommending a <br /> list of sites for the City Council and Planning Commission's discussion and consideration. <br /> RECOMMENDATION <br /> Provide feedback regarding staff's recommended list of sites to be selected for General <br /> Plan amendments, Specific Plan amendments and rezoning to allow for multifamily <br /> residential development. <br /> FINANCIAL STATEMENT <br /> The proposed land use regulation changes would have no immediate fiscal impact on the <br /> City. At the time any of the sites are developed, there would be a negligible financial <br /> impact on the City. Increases in property taxes would be used to provide services, such <br /> as police, fire protection, etc. for the increased demand generated by the new <br /> residences. Applicants for development would also pay development impact fees (e.g. <br /> public facilities fees, traffic fees, water/sewer connection fees, etc.) that are used to pay <br /> for the cost of new City facilities and infrastructure necessitated by development. <br />
