THE CITY OF 8 <br /> ['L£AS�4NTONa CITY COUNCIL AGENDA REPORT <br /> December 6, 2011 <br /> Community Development <br /> Engineering Division <br /> TITLE: CONSIDER REQUEST FOR A PREANNEXATION AGREEMENT AND <br /> WATER AND SEWER CONNECTIONS FOR 999 EAST MOCKINGBIRD <br /> LANE (PELLOWSKI) <br /> SUMMARY <br /> The property owners of 999 East Mockingbird Lane are requesting sewer and water <br /> service to serve their existing residence located within the Happy Valley Specific Plan <br /> area outside the City limits. The property owners are requesting connection to the <br /> City's sewer system in order to abandon their existing failed septic system. They are <br /> also requesting connection to the City's water system in order to eliminate the reliance <br /> on their existing well. This request to connect to City water and sewer systems requires <br /> the property owners to enter into a preannexation agreement with the City, which <br /> includes agreeing to pay Happy Valley Specific Plan fees and City of Pleasanton <br /> connection fees. There are no development impact fees because this is an existing <br /> house. <br /> RECOMMENDATION <br /> 1. Authorize connection of the Pellowski parcel located at 999 East Mockingbird Lane to <br /> the City sanitary sewer and water systems, provided: all connection work is done to <br /> the satisfaction of the City Engineer; all costs are borne by the property owner; and <br /> the proposed extension of City services is approved by the Alameda County Local <br /> Agency Formation Commission (LAFCo). <br /> 2. Approve the preannexation agreement between the Pellowski's and the City of <br /> Pleasanton, and authorize the City Manager to execute the agreement. <br /> 3. File an application with LAFCo for the extension of sewer and water service to this <br /> property. <br /> FINANCIAL STATEMENT <br /> The property owners will be required to pay all costs associated with extending the <br /> sewer and water system to their house, which includes water and sewer connection <br /> fees, permits, and fees required by the City, County, and LAFCo. The property owners <br /> will also be required to pay the existing Happy Valley Specific Plan Infrastructure fee for <br /> both sewer and water. <br />
