THE CITY OF <br /> --� CITY COUNCIL AGENDA REPORT v <br /> pL£ASANTONe <br /> December 6, 2011 <br /> Community Development <br /> Engineering Division <br /> TITLE: CONSIDER REQUEST FOR A PREANNEXATION AGREEMENT AND <br /> WATER AND SEWER CONNECTIONS FOR THE TWO LOT <br /> SUBDIVISION APPROVED BY THE ALAMEDA COUNTY PLANNING <br /> DEPARTMENT (385 LINDEN WAY— FREMONT BANK) <br /> SUMMARY <br /> The property located at 385 Linden Way is located within the unincorporated area of <br /> Alameda County known as the Remen Tract. This parcel currently has an existing <br /> single-family residence, which is currently receiving City water. The property owner <br /> received an approval from the County to subdivide the 32,000 square foot parcel into <br /> two lots with the condition that both parcels must connect to the City's water and sewer <br /> systems. Prior to allowing a property located within the County to connect to the City <br /> water and sewer systems, the City requires the property owner to enter into a <br /> preannexation agreement, which includes agreeing to pay all connection fees. This two <br /> lot subdivision meets both the County and City zoning regulations. <br /> RECOMMENDATION <br /> 1. Authorize connection of the two lots within Parcel Map 9919 (385 Linden Way) to the <br /> City sanitary sewer and water systems, provided: all connection work is done to the <br /> satisfaction of the City Engineer; all costs are borne by the property owner; and the <br /> proposed extension of City services is approved by the Alameda County Local <br /> Agency Formation Commission (LAFCo). <br /> 2. Approve the preannexation agreement between Fremont Bank and the City of <br /> Pleasanton, and authorize the City Manager to execute the agreement. <br /> 3. File an application with LAFCo for the extension of sewer and water service to this <br /> property. <br /> FINANCIAL STATEMENT <br /> The property owner will be required to pay all costs associated with installation of sewer <br /> and water laterals for the proposed house and a sewer lateral to the existing house, <br /> including costs associated with extending the sewer main and water main on Linden <br /> Way. The owner will also pay for water and sewer connection fees, permits, and fees <br /> required by the City, County, and LAFCo (including the difference between the City and <br /> County impact fees). <br />
