BACKGROUND <br /> The City has encountered water quality problems at the Foothill Reservoir that have <br /> caused the tank to be taken out of service and drained on a regular basis. The current <br /> configuration of the tank piping allows layering of the water in the tank, preventing <br /> necessary water turn over. In addition, the existing pipe coating system in the tank is <br /> failing and corrosion of the pipe contributes to the water quality issues. <br /> The project work includes: removing and disposing of 290 linear feet of 14-inch ductile <br /> iron pipe; removing and replacing five roof vents and curbs; removing and replacing two <br /> ladder safety climb devices; cleaning and coating 600 square feet of existing 16-inch <br /> and 20-inch ductile iron pipe and miscellaneous metals and supports; installing 120 <br /> linear feet of 16-inch ductile iron pipe, including fittings, concrete and metal supports, <br /> and protective coatings. The work will be performed during the winter months when <br /> water demand is low based on historical data. <br /> DISCUSSION <br /> Bids <br /> Sealed bids for the water storage tank corrosion repair project were opened on <br /> November 14, 2011. A total of four bids were received and reviewed. The bids range <br /> between the low base bid amount of $210,670 from, Trinet Construction, Inc., to <br /> $457,847 (see attached Bid Summary). The low base bid amount is 1.8% higher than <br /> the engineer's estimate of$207,034.50. <br /> Staff reviewed the proposal from the apparent low bidder, Trinet Construction Inc., and <br /> determined that it was in conformance with the project specifications. Past work <br /> performed by Trinet Construction, Inc. was verified to be satisfactory. Staff <br /> recommends award of the construction contract to the lowest responsible bidder, Trinet <br /> Construction, Inc. of San Francisco, California. <br /> Budget <br /> Funding for the design and construction of the subject project is included in the City's <br /> adopted CIP budget for the Annual Water Replacement project, CIP No. 101028, in the <br /> amount of $459,451. An additional amount of $30,215 has recently been added to the <br /> available funding for this project from the recently accepted Annual Water Replacement <br /> — Longview Drive Pump Station project, CIP No. 091028 ($489,666 total). Project <br /> funding and estimated expenditures are presented in Attachment 3 to this report. <br /> Staff recommends a 20% construction contingency for this project for necessary related <br /> work. The condition of the existing metal under the coated surface cannot be <br /> determined until the surfaces have been properly cleaned and surface rust removed. <br /> Page 2 of 3 <br />
