13. Confirm appointments to the ad hoc Downtown Hospitality Guidelines Task Force <br /> Ms. Ott presented a brief staff report, stating that in September 2011 the Council provided direction <br /> regarding establishment of the task force and setting the process in place. Staff is requesting input on <br /> and confirmation of nine of the eleven members, as well as asking the Council to identify its own <br /> representatives. In addition to two members of the Council, the task force is comprised of two Planning <br /> Commissioners, two appointments recommended by the Pleasanton Downtown Association, and five at <br /> large appointments selected by the Council. <br /> Mayor Hosterman stated that Councilmember Sullivan had expressed an interest in serving. Vice- <br /> Mayor Thorne expressed his interest, as well. <br /> MOTION: It was M/S by Thorne/Cook-Kallio to confirm appointments to the ad hoc Downtown <br /> Hospitality Guidelines Task Force, as outlined in the staff report and directed by Council. <br /> Councilmember McGovern expressed concern that representation on the task force leans more <br /> towards downtown businesses and not enough towards the adjacent residential areas. Given the <br /> potential changes this could lead to in the downtown area, she felt strongly that more balanced <br /> representation is called for and suggested adding one more member from an adjacent neighborhood. <br /> City Manager Fialho assured her that similar experiences with the Hacienda and Housing Element task <br /> forces have shown that interested stakeholders have a strong influence in the process. While it is true <br /> that the task force provides a formal recommendation, divergent viewpoints are not lost. <br /> Councilmember Cook-Kallio concurred that stakeholders have had a profound influence on the way <br /> previous task forces voted. She suggested that at least part of Councilmember McGovern's concern <br /> could be addressed through extending individual invitations to those who applied to the task force, as <br /> well as soliciting public attendance. She asked if any applicants not appointed were from adjacent <br /> residential areas. <br /> Mr. Fialho confirmed. He stated that each Councilmember had the liberty of making an appointment <br /> upon review of the applications; that is what is before the Council. The Council established the <br /> framework several meetings back and staff moved forward with this structure in mind. <br /> Ms. Ott stated that staff has created a web page for the task force, as was done with both the Hacienda <br /> and Housing Element task forces. Staff has also noticed all addresses in the Downtown Specific Plan <br /> area, which is larger than the Downtown Business Improvement District. <br /> Mayor Hosterman said she felt comfortable that the two most recent task forces were very successful in <br /> staying on track while still taking considerable input from the larger community. <br /> MOTION: It was moved by McGovern to direct staff to alter the committee structure to include two <br /> additional neighborhood representatives, ensuring the downtown is approached with an eye towards <br /> more balanced representation from adjacent residential areas. Due to the lack of a second the motion <br /> failed. <br /> MOTION: It was M/S by Thorne/Cook-Kallio to confirm appointments to the ad hoc Downtown <br /> Hospitality Guidelines Task Force, as outlined in the staff report and directed by Council.
