The PUD development plan limits construction hours to <br /> Monday through Friday from 8:00 a.m. to 5:00 p.m. <br /> 8) Mr. Lawer requested the applicant repave the entire areas of Cameron Avenue, <br /> Courtney Avenue, Nicole Avenue, Equestrian Drive, and Martin Avenue if <br /> damaged by construction traffic. <br /> Response: Cameron Avenue will be repaved in conjunction with the street <br /> realignment as required by the City Engineer. The City Engineer will require the <br /> applicant to repair any City street damaged as a result of this development's <br /> construction traffic upon investigation. <br /> Kelly Cousins (3736 Cameron Avenue) <br /> Ms. Cousins requested that City staff verify that once construction begins, the <br /> surrounding homes are protected from rodent infestation and from construction dust and <br /> noise and that access to public streets is maintained during construction. <br /> In response to Ms. Cousins comments, an updated vermin abatement plan is required <br /> with the Vesting Tentative Subdivision Map (VTSM) to control the off-migration of <br /> rodents from the site during grading and construction activities only, and an updated <br /> dust control plan is required with the VTSM; both plans will be reviewed by the Planning <br /> Commission. The PUD development plan limits construction hours to Monday through <br /> Friday, 8:00 a.m. to 5:00 p.m., and requires that all construction equipment meet <br /> Department of Motor Vehicles noise standards and to be equipped with muffling <br /> devices. The City Engineer will review the access to the existing homes during <br /> construction with the construction phasing plan submitted before construction begins. <br /> Scott Woodall (3710 Cameron Avenue) <br /> Mr. Woodall stated his opposition to the proposed project in his letter to staff. His <br /> opposition is based on the proposed project's non-compliance with the purposes of the <br /> City's PUD district and review processes, the proposed project's timing given current <br /> market conditions and neighborhood re-sales, inadequate and incorrect surveys <br /> provided by the applicant of the property and of Cameron Avenue, ownership of <br /> Cameron Avenue, and inadequate environmental review. A summary of Mr. Woodall's <br /> comments and the staff replies to his comments follow: <br /> 1) Mr. Woodall requested the proposed major modification be submitted to the City <br /> Council for its approval. <br /> Response: The four-lot increase in density on the Lehman-Selway property from <br /> 27 lots of PUD-50 to the 31 lots of this proposal is a substantial change of the <br /> existing PUD Development Plan, i.e., a major modification.
