BACKGROUND <br /> The California Department of Resources Recycling and Recovery offers the Rubberized <br /> Pavement Grant Program to promote markets for rubberized pavement products <br /> derived from one hundred percent (100%) California-generated waste tires. Grants <br /> awarded are based on a fixed dollar amount per square yard of material used. Staff has <br /> submitted the grant application for 55,000 square yards for the requested amount of <br /> $55,000. If awarded, this funding will be used on the Resurfacing of Various City <br /> Streets, CIP No. 125003. The Rubberized Pavement Grant Program is designed to <br /> encourage first-time or limited users of rubberized pavement product. This is the City's <br /> first application for this Grant and the resolution is required to complete the application. <br /> DISCUSSION <br /> The City of Pleasanton must submit a resolution with the grant application for <br /> Rubberized Pavement Grant funding to CalRecycle. It is anticipated CalRecycle will <br /> award the grants in January 2012. <br /> Approximately 1,040,000 square feet of various city roadways will be resurfaced by <br /> asphalt concrete overlay construction under the selected project, Resurfacing of Various <br /> City Streets, CIP No. 125003. Under this project, approximately 500,000 square feet <br /> (55,000 square yards) of roadway will be utilizing rubberized pavement product <br /> (rubberized chip seal) in a Stress Absorbing Membrane Interlayer (SAMI) overlay <br /> construction method, which qualifies for the subject grant. The rubberized chip seal <br /> interlayer provides increased flexibility of the surface and increased resistance to <br /> reflective cracking, thereby increasing the life expectancy of the roadway. This <br /> resurfacing project will divert approximately 3,875 waste tires from the landfill.
