THE CITY OF <br /> CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> November 1 , 2011 <br /> Community Development Department <br /> TITLE: PSPA-04/PUD-65-01 M, NICK KAVAYIOTIDIS, PETRA REALTY <br /> INVESTORS, INC — APPLICATIONS FOR: (1) AN AMENDMENT TO THE <br /> NORTH SYCAMORE SPECIFIC PLAN AND (2) PLANNED UNIT <br /> DEVELOPMENT (PUD) MAJOR MODIFICATION TO ALLOW A MEMORY <br /> CARE/ASSISTED LIVING FACILITY AS A PERMITTED USE AND PUD <br /> DEVELOPMENT PLAN TO CONSTRUCT AN APPROXIMATELY 21,481 <br /> SQUARE FOOT, ONE-STORY MEMORY CARE/ASSISTED LIVING <br /> FACILITY CONTAINING 46 BEDS LOCATED AT 5980 AND 5998 SUNOL <br /> BOULEVARD <br /> APPLICANT: Nick Kavayiotidis <br /> SUMMARY <br /> The applicant proposes to construct an approximately 21,481 square foot, one-story <br /> building as a memory care/ assisted living facility and related on-site improvements on <br /> two adjoining parcels located at 5980 and 5998 Sunol Boulevard. These two parcels <br /> will be merged into a single parcel for the proposed project. The proposed memory <br /> care/ assisted living facility would have 23 rooms and 46 beds at maximum capacity. <br /> The applicant also proposes to amend the North Sycamore Specific Plan to allow the <br /> proposed memory care/assisted living facility as a permitted use in the PUD-O (Planned <br /> Unit Development — Office) District. Staff and the Planning Commission believe the <br /> proposed development is well designed, and as conditioned, would be compatible with <br /> the surrounding uses. The applicant is in an agreement with the conditions of approval <br /> recommended by the Planning Commission. <br /> PLANNING COMMISSION ACTION <br /> Recommended approval of the application (5-0) subject to the conditions of approval in <br /> attachment 1. <br /> RECOMMENDATION <br /> 1. Find that the project would not have a significant effect on the environment and <br /> adopt a resolution approving the attached draft Mitigated Negative Declaration; <br /> 2. Find the amendment to the North Sycamore Specific Plan is consistent with the <br /> General Plan and approve Case PSPA-4 and adopt a resolution approving the <br /> proposed amendment; <br /> 3. Find that the proposed major modification to PUD and the PUD Development Plan <br /> are consistent with the General Plan, the NSSP, and the purposes of the PUD <br /> Ordinance; <br />
