Councilmember McGovern said she worked with staff to suggest minor changes to some of the
different policies based on discussion, as follows:
• Typographical error on page 2, which was corrected;
• Page 5: There was no Program 8.5, but only Program 8.3 which was corrected;
• Program 9.1: She asked to add at the end of the sentence, add the word "etc." or"other
facilities" because it does not show the broad perspective of what the growth
management program could actually use. Councilmember Sullivan suggested the City's
fiscal condition is not in there and it should be, and he supported the use of"etc." which
accomplishes additional things that come up;
• Program 9.3: It talks about "replace or maintain Kottinger Place and Pleasanton
Gardens" and they have worked on language that states they "will change, maintain,
rehabilitate, or reconstruct" because this is what has been discussed; not only to
"maintain";
• Program 11.1: The totals are the original totals. The program will be clarified to state,
"complete any and all zonings and General Plan amendments necessary to
accommodate the City's full RHNA allocation for the fourth Housing Element revision
planning period as assigned to the City by ABAG on or about May 2008. Of the total
RHNA comprising of 3,277 total units including 1,076 very low income, 728 low income,
720 moderate income, and 753 above moderate income, the unaccommodated portion
consists of 539 very low income units, 1,122 low income units, and 331 moderate
income units, requiring zoning of 55 acres at 30 units per acre and 14 acres at 23 units
per acre."
• Program 13.3: There is a reference to "management group", the definition of which she
questioned. They felt it was better to re-word the program to say, "Provide grants or
direct technical assistance where appropriate to for-profit and non-profit organizations
capable of acquiring and managing at-risk projects";
• Program 13.4: Change the word "should" to "will"; "....will work with apartment owners";
Councilmember Sullivan asked for the following amendments:
• Program 14.1: "Fund the infrastructure improvements contained in the General Plan to
accommodate projected housing growth". This implies that the City will fund this,
however, there are many cases where developers or others may have to contribute to
fund infrastructure. Councilmember Cook-Kallio suggested "Identify a funding
mechanism for infrastructure improvements" and Councilmembers concurred.
Councilmember McGovern continued suggested amendments:
• Program 15.2: Clarified wording to read, "Coordinate public information with surrounding
communities to provide up-to-date listings of opportunity for regional affordable housing
and programs for low and very low households."
Councilmember Cook-Kallio asked for clarification:
• Program 16: "It is strongly encouraged that the Inclusionary Zoning Ordinance
requirements be met by building housing affordable to low and very low income." She
does not see where it allows an in-lieu fee, and she suggested this should be the cost of
building the unit someplace else and not simply a fee. Mr. Dolan said Program 16.2
suggests the City will be reviewing a fee which is more appropriate to be included within
that discussion. Councilmember Cook-Kallio agreed and asked to ensure its review.
Councilmember McGovern continued suggested amendments:
• Policy 25: She said it would not be appropriate in the downtown to allow an incentive by
reducing parking spaces in the downtown, which was brought up by former Mayor Tom
City Council Minutes Page 8 of 14 July 19,2011
