Ayes: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Hosterman <br /> Noes: None <br /> Absent: None <br /> Abstain: McGovern (minutes of June 7 and 21, 2011) <br /> MEETING OPEN TO THE PUBLIC <br /> Dennis Murphy requested adding "as well as non-enclosed common areas" to subsection 8.16 <br /> of the smoking ordinance to protect people in partially enclosed areas such as carports in <br /> apartment buildings and multi-family buildings. <br /> Kathy Dowding cited the total cost of the wars in Iraq and Afghanistan to Pleasanton taxpayers <br /> since 2001 as $556 million and read the names of 57 American men and women killed there in <br /> the last month. She invited the public to join Pleasantonians for Peace at its next peaceful <br /> protest on July 27th and to its next peace vigil on August 10th at 7PM. <br /> Fred Norman cited a July 5th Los Angeles Times article regarding the Los Angeles' City Council <br /> calling for government to end the wars and outlining their lobbying strategy. He asked that <br /> Pleasanton similarly act when lobbying in Washington and reported that the wars in Iraq and <br /> Afghanistan have cost the lives of 6,144 military men and women. <br /> Richard Endean discussed his 35-mile ride on the Iron Horse Trail and supported its build-out <br /> and completion from the Pleasanton BART Station through to Livermore. <br /> Mr. Fialho noted that the Council hosted a joint meeting with the Trails Ad Hoc Committee, the <br /> Park and Recreation Commission, and East Bay Regional Park District (EBRPD) earlier in the <br /> year to approve the proposed alignment running through the Hacienda Business Park and <br /> extending through residential developments. EBRPD needed this approval in order to submit <br /> grant funding to the federal government in order to begin construction in 2012. Both the City and <br /> neighborhoods are supportive of the alignment, and in terms of trail connections, staff installed <br /> signs and will follow-up to ensure they are still in place. <br /> Tom Foley announced plans underway for a new grocery store in the old Nob Hill location which <br /> he said will serve as a full-service anchor to the Meadow Plaza Shopping Center. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 16. Public Hearing: PGPA-17, City of Pleasanton; consider the Draft Housing Element <br /> (including a list of potential sites to rezone for multi-family housing) and authorize <br /> submission to the California Department of Housing and Community Development (HCD) for <br /> review <br /> Mayor Hosterman gave a brief introduction of the City's work relating to potential sites for multi- <br /> family housing, development of the Draft Housing Element, and the goal to come into <br /> compliance with the California Department of Housing and Community Development. <br /> Community Development Director Brian Dolan cited the project as challenging and described <br /> the commitment of staff and assistance by the task force, Planning Commission, Housing <br /> Commission and the public. In terms of accomplishments tonight, staff will report changes that <br /> have evolved since May; present final recommendations of the task force, Planning Commission <br /> and Housing Commission; present input from residents, community and affordable housing <br /> advocacy groups; ask that Council present any amendments; and request that the Council <br /> approve a version of the Draft Housing Element in order to submit it to HCD by August 16, <br /> City Council Minutes Page 3 of 14 July 19,2011 <br />
