Operational Issues: During negotiations, matters related to departmental operations <br /> appropriately covered under the scope of representation may be discussed and <br /> language may be incorporated in subsequent MOU's. <br /> Other Related Matters: <br /> At the August 16, 2011 meeting, in conjunction with receiving public input on <br /> negotiations with the Pleasanton Police Officers Association, Council also adopted the <br /> League of California Cities pension reform document identifying various strategies that <br /> can be employed locally arid statewide to address sustainable pension reform. This <br /> document was supplemented with three local benchmarks. They include the: elimination <br /> of negative amortization inherent in the annual PERS rate, reducing the City's pension <br /> and other post-employment unfunded liabilities by 10% and reducing personnel costs as <br /> a percentage of the total operating budget to 70%. In addition, the City Council affirmed <br /> their goal to return to pre-2001 retirement formulas, substituting this for the retirement <br /> formulas proposed in the League paper. <br /> CONCLUSION <br /> This topic introduces the upcoming negotiations with the International Association of <br /> Firefighters, Local 1974 and allows the City Council and staff to receive input on the <br /> matter prior to initiating the negotiations process.
