THE CITY OF 02
pL£ASANTONo CITY COUNCIL AGENDA REPORT
October 4, 2011
City Manager
TITLE: ACCEPTANCE OF PUBLIC IMPROVEMENTS PERFORMED BY W.A.
THOMAS CO. INC. FOR THE CONSTRUCTION OF THE FIREHOUSE
ARTS CENTER (CIP NO. 038011) AND FIREHOUSE ARTS CENTER
DOWNTOWN PARKING IMPROVEMENTS (CIP NO. 098035) LOCATED
AT 4444 RAILROAD AVENUE
SUMMARY
Construction of the Pleasanton Firehouse Arts Center and Firehouse Arts Center
Parking Improvements projects is complete and ready for acceptance. The Firehouse
Arts Center was an adaptive reuse project converting an existing brick firehouse to an
arts facility consisting of a studio theater with flexible seating, arts gallery, classrooms
for instruction in the arts, grand lobby and staff offices. The Firehouse Arts Center
Parking Improvements project consisted of the creation of a hydro-modification master
plan for the site, design and construction of a 92-stall parking lot with multi-use trails, a
lighted pathway, landscaping and patio paving that serves as an extension of the
Center's lobby area.
RECOMMENDATION
Accept the improvements for the two projects; authorize the City Clerk to file a Notice of
Completion for the subject projects; authorize release of the retention held in escrow in
the amount of $156,147.21 and transfer the balance of CIP No. 03811 and CIP No.
098035 to the Downtown Parking-Corridor CIP No. 018044.
FINANCIAL STATEMENT
The Firehouse Arts Center was funded through a private/public partnership in
collaboration with the Pleasanton Cultural Arts Foundation. This organization
contributed approximately $931,900 towards the construction cost and also raised
$838,100 in pledges that will be tendered in future years, for a total of $1.77 million. The
actual cost to the City therefore is $10,332,720 and the balance remaining in this CIP
budget is $101,471. The project budget for the Firehouse Arts Center Downtown
Parking Improvements (CIP No. 098035) is $2,467,082, of which $2,064,535 was
expended, resulting in a balance of $402,547 remaining in the project fund. The total
remaining balances from these two projects ($504,018) will be returned to the
Downtown Parking-Corridor (CIP No. 018044) which partially funded the Firehouse Arts
Center Downtown Parking Improvements. The Parking-Corridor CIP project is used to
meet the City's future financial obligations for acquiring the Downtown Corridor.
