THE CITY OF 0
N CITY COUNCIL AGENDA REPORT
pL.EASANTON©
October 4, 2011
Operations Services
TITLE: ADOPT A RESOLUTION ENCOURAGING THE ZONE 7 BOARD OF
DIRECTORS TO ADOPT A WATER RATE ALTERNATIVE THAT DOES
NOT RESULT IN A 2012 WATER RATE INCREASE
SUMMARY
On October 19, 2011, the Zone 7 Board of Directors (Board) will vote to potentially
adopt a water rate increase of up to 10% that would go into effect on January 1, 2012.
Zone 7 staff has presented the Board with three water rate alternatives which do not
include the option for a zero-percent water rate increase. While all alternatives reflect a
specific rate setting approach, City staff has monitored the Board's discussion on this
subject and has determined that no increase is the most appropriate alternative for
Pleasanton residents. As a result, City staff is recommending adoption of a City
resolution encouraging the Board to approve a zero-percent water rate increase for
2012.
RECOMMENDATION
Adopt the attached resolution encouraging the Zone 7 Board of Directors to approve a
zero-percent water rate increase for 2012.
FINANCIAL STATEMENT
If a Zone 7 water rate increase is approved for 2012, there will be a cost increase to
every resident and business in Pleasanton. The City alone would realize an annual
water cost increase of up to $110,000 for water purchased for City usage. Additionally,
staff remains concerned about the impact that this would have on the overall local
economy. In perspective, Zone 7 has already increased the water rate 41.7% since the
economic downturn of 2008.
