THE CITY OF 0 <br /> N CITY COUNCIL AGENDA REPORT <br /> pL.EASANTON© <br /> October 4, 2011 <br /> Operations Services <br /> TITLE: ADOPT A RESOLUTION ENCOURAGING THE ZONE 7 BOARD OF <br /> DIRECTORS TO ADOPT A WATER RATE ALTERNATIVE THAT DOES <br /> NOT RESULT IN A 2012 WATER RATE INCREASE <br /> SUMMARY <br /> On October 19, 2011, the Zone 7 Board of Directors (Board) will vote to potentially <br /> adopt a water rate increase of up to 10% that would go into effect on January 1, 2012. <br /> Zone 7 staff has presented the Board with three water rate alternatives which do not <br /> include the option for a zero-percent water rate increase. While all alternatives reflect a <br /> specific rate setting approach, City staff has monitored the Board's discussion on this <br /> subject and has determined that no increase is the most appropriate alternative for <br /> Pleasanton residents. As a result, City staff is recommending adoption of a City <br /> resolution encouraging the Board to approve a zero-percent water rate increase for <br /> 2012. <br /> RECOMMENDATION <br /> Adopt the attached resolution encouraging the Zone 7 Board of Directors to approve a <br /> zero-percent water rate increase for 2012. <br /> FINANCIAL STATEMENT <br /> If a Zone 7 water rate increase is approved for 2012, there will be a cost increase to <br /> every resident and business in Pleasanton. The City alone would realize an annual <br /> water cost increase of up to $110,000 for water purchased for City usage. Additionally, <br /> staff remains concerned about the impact that this would have on the overall local <br /> economy. In perspective, Zone 7 has already increased the water rate 41.7% since the <br /> economic downturn of 2008. <br />
