proposals, staff recommends award of the third party inspection work to Bay Area
Coating Consultants of Bakersfield. Past work performed by Bay Area Coating
Consultants was also verified to be satisfactory.
Budget
The majority of funding for this project will be provided by CIP No. 071023, Water Tank
Corrosion Repairs, which was originally programmed with $300,000 in fiscal year
2007-08 in the CIP; however $14,125 was used in 2008 for necessary immediate
repairs to four water tanks, leaving a balance of $285,875. Staff recommends a 10%
contingency for this project as the majority of the coating work was estimated utilizing
underwater inspection videos recorded three years ago, resulting in a potential need to
perform additional spot repairs and inspections. The project estimated expenditures
including contingency totals $316,924 excluding the additive bid item; therefore staff
recommends that an additional $31,049 be appropriated from the Repair and
Replacement Water Enterprise Fund balance (see Attachment 3 for Funding and
Expenditure Summary).
The project was bid with a bid alternative to include similar work for Laurel Creek Tank
with a bid additive of $83,000. If the contractor successful completes the first three
tanks and meets the expectation and time frame of the City, additional appropriation of
funding may be requested to support the addition of the bid alternative to this project.
Schedule
The proposed schedule for the subject project is as follows:
Approval of Plans & Specifications and Award of Contract: 10/04/2011
Start of Construction: 10/24/2011
End of Construction: 03/02/2012
Submitted b : Fiscal Review: Approved by:
6rian Dolan Emily Wagner Nelson Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1. Vicinity Map
2. Bid Summary
3. Funding and Estimated Expenditure Summary
Page 3 of 3
