• Adequate Parking <br /> Comments <br /> Increase the number of parking spaces by a number of measures such as <br /> decreasing density or decreasing floor area ratios. <br /> Applicant's response <br /> No additional parking spaces are provided from the number of parking spaces on <br /> the plan that was reviewed and discussed by the Planning Commission at the <br /> work session. <br /> • Tree Removal and Mitigation <br /> Comments <br /> The Planning Commission recognized the competing goals of the Downtown <br /> Specific Plan for higher residential densities on supporting Downtown businesses <br /> and services and preserving the existing trees, arid that the development of this <br /> site because of its constraints must he realistic in order for the applicant to <br /> realize a profitable return on investment. The Commission's consensus is to <br /> preserve as many healthy trees as feasible by reducing density and/or reworking <br /> the site plan. The Commission also requested the City Landscape Architect's <br /> attendance at the future public hearings. <br /> Applicant's Response <br /> The applicant has stated to staff that Tree #76, the 23-/29-inch diameter <br /> California Black Walnut tree located on the southeast corner of the rear/side yard <br /> of Lot 11, and Tree 465, a 23-inch diameter Douglas fir tree located in the rear <br /> yard of Lot 3, will be preserved. Preserving both these trees will reduce the total <br /> number of trees that will be removed with this development from 20 trees to 18 <br /> trees. <br /> • Shade Trees and Ne ghbor s Photovoltaic Panels <br /> Comments <br /> Provide shade trees where feasible but minimize or avoid to the greatest extent <br /> feasible shading the adjoining neighbor's photovoltaic panels. <br /> The applicant proposes one flowering accent tree and six small accent trees on <br /> the east side of the open space area by the detached garage with Mr. <br /> Walterson's photovoltaic panels. The landscape plan states that the tree height <br /> for the flowering accent tree on the southeast corner of the open space area <br /> should, ". .remain clear of neighboring solar sunlight" shown on the east side of <br /> the common open space area. Staff has included a condition that the tree and <br /> shrub species selected for the open space shall not block Mr. Walterson's <br /> photovoltaic panels. <br /> Item 6.a., PUD-82 Page 7 of 22 July 13. 2011 <br />
