Commissioner O'Connor stated that while it would be good to have the house <br /> preserved that he will support the home's demolition; and that he considers it to <br /> be unfortunate that the City gives applicants the idea that following specific rules <br /> and procedures will result in an outcome, only to have the hearing body refute <br /> the outcome. Commissioner O'Connor stated his concern that the wording of the <br /> preservation standards, if strictly followed, will result in the removal of many of <br /> the older homes that he would like to see preserved. <br /> Commissioner Pentin stated that he will support the demolition of the house; that <br /> the Commission has not made a finding to preserve the home; and that the <br /> consultant has indicated that the home does not rank as a heritage house. <br /> Commissioner PentiI questioned what would be accomplished by surrounding <br /> the existing home wilh a higher density residential development. <br /> Chair Narum stated that she supports the demolition of the existing home. She <br /> noted that the integrity of this section of Stanley [Boulevard is already gone and <br /> that there is only one other house remaining on this street that is more than 50 <br /> years old. She added that the City should focus on the older residential <br /> neighborhoods having many large historic homes that may not meet preservation <br /> criteria. <br /> Applicant's Response <br /> The applicant is proposing to demolish the existing home. <br /> • Density <br /> Comments <br /> Commissioners Blank, O'Connor, and Pentin wanted a further reduction in <br /> density from the 13 units of the revised development plan to 12 units. Chair <br /> Narum stated that she could support 13 units, if the applicant reduced the house <br /> sizes and floor area ratios and increased the building setbacks. Commissioner <br /> Pearce concurred wi:h a reduction in density but stated that she could support an <br /> increase in density for non-single-family homes with decreased living space and <br /> increased open space. Commissioner Blank added that a further decrease in <br /> density will provide an increase in open space, preserve additional trees, and, <br /> perhaps, reduce shading of the photovoltaic panels on the adjacent neighbor's <br /> property. <br /> Applicant's Response <br /> The applicant has nct reduced the density of the proposed development from the <br /> 13-unit plan that was reviewed and discussed by the Planning Commission at the <br /> work session. <br /> • House Sizes and Floor Area Ratios <br /> Comments <br /> Chair Narum stated that the proposed house sizes and floor area ratios are too <br /> high and suggested decreasing the house sizes in order to increase the rear yard <br /> setbacks and to provide additional open space.
