The reduction of the proposed density from 14 to 13 units will reduce the traffic <br /> generation, and the project will draw upon existing City utilities and services by the <br /> development of this site. Window assemblies with upgraded STC ratings will reduce the <br /> impacts from railroad operations to interior living areas of the revised proposal. There <br /> are no new circumstances or information that will result in a new and significant <br /> environmental effect that was not already addressed by the Final EIR completed for the <br /> Downtown Specific Plan. Staff, therefore, recommends that the revised project be <br /> reviewed without any additional CEQA review or process. <br /> CONCLUSION <br /> Rezoning the site to PUD-HDR is consistent with Pleasanton General Plan and the <br /> Downtown Specific Plan Land Use Designations of High Density Residential. Infill <br /> developments, especially those located on the relatively small parcels in the Downtown, <br /> face various challenges and site constraints that oftentimes require and benefit from the <br /> flexibility allowed by the Planned Unit Development zoning process. <br /> The project, as revised and now proposed, blends well with the Downtown's character, <br /> and impacts to the adjacent residents have been minimized by the reduction in density <br /> as well as the positioning of homes, modest house heights for two-story structures, and <br /> prohibition of future additions. As an infill development, it will include appropriate <br /> compromise to accommodate the proposed density. <br /> The units are designed and sized to provide an attractive and livable environment for <br /> the future residents. The future residents who live in this development will be able to <br /> walk to the Downtown, patronizing Downtown businesses and amenities, thus <br /> supporting and adding to the economic viability of Downtown.
