BACKGROUND <br /> The County Public Health Department, through its Division of Emergency Medical <br /> Services, is the local agency charged with oversight of first responder paramedic <br /> services and is also the local agency that administers and manages the contract for the <br /> paramedic service providers. To meet its oversight responsibilities, the County depends <br /> on local fire departments to provide first responder paramedic assistance at medical <br /> emergencies. Cities with fire departments that deliver FRALS services, and meet <br /> certain eligibility standards, receive compensation from the County. The City has had <br /> such an agreement with the County since 1999. In 2008, the County hired a consultant <br /> to review their EMS system and make recommendations for improvement. As a result, <br /> the agreement has been rewritten to reflect those recommendations. To ensure <br /> consistency throughout the County, Fire representatives from Alameda County cities <br /> providing FRALS services collectively negotiated standards that are outlined in the <br /> current agreement. <br /> The renewed amended and restated agreement continues a reimbursement payment to <br /> the City of Pleasanton at the rate of $214,465.80 for the first year of the contract, <br /> increased by a 2% COLA for each of the remaining years. Compensation to the City <br /> would continue according to the terms of the existing agreement, which is based on the <br /> number of paramedic units available per day. The City is currently approved by the <br /> County to receive compensation for 5 paramedic units and plans to continue providing <br /> the same number of units for the term of the agreement. <br /> DISCUSSION <br /> The existing agreement with the County for the LPFD to provide FRALS services began <br /> on July 1, 2004 with Contract C2004-783; followed by a two-year extension ending June <br /> 30, 2011 and a second extension ending October 31, 2011. <br /> Compensation to the City would continue according to the terms of the existing <br /> agreement, which is based on the number of paramedic units available per day.
