BACKGROUND
In accordance with permits required for the construction of Bernal Bridge, mitigations for
wetland and riparian habitat were accomplished both on-site and off-site. The off-site
mitigation area is located at the southwest corner of Valley Avenue and Laguna Creek
Lane, adjacent to Mission Creek on the Bernal Property. The use of the Bernal property
for wetland and riparian mitigation is compatible with the Bernal Property Specific Plan,
which designates this area as agricultural. Per the Specific Plan, agricultural uses were
anticipated to provide "hands-on" lessons in the natural sciences and ecology, and to
provide for a living classroom experience. The created wetland and riparian habitat will
foster these learning activities as stated in the Specific Plan. The addition of an
observation deck adjacent to the pond will allow access to better view the extensive
mitigation that occurred as part of this project and is compatible with the comments
received by the Parks and Recreation Commission at the time of the original pond
creation.
DISCUSSION
Sealed bids for this project were opened on August 19, 2011. A total of five bids were
received with bid amounts ranging from $56,250 to $143,403 (see Attachment 1). The
Architect's estimate for the project was $65,000.
Staff reviewed the bid submitted by the low bidder, J3C Construction, and found it to be
responsible and responsive. Past work performed by this contractor was also verified
and was determined to be satisfactory. Staff recommends award of the construction
contract to J3C Construction
Project funding and estimated expenditures are presented in Attachment 2 to this
report. Staff is recommending a 20% project contingency ($11,250) in order to
accommodate adjustments that may be required during the construction of the project.
The proposed schedule for the project is as follows:
Approval of Plans and Specifications and Award of Contract: September 06, 2011
Start of Construction: September 14, 2011
End of Construction: November 2011
Submitted Fiscal Review: Approve by:
i • 7 iti-- fit.* (A-I r e"—
Brian Dolan Emily Wagner Nelson Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1.
