BACKGROUND <br /> In accordance with permits required for the construction of Bernal Bridge, mitigations for <br /> wetland and riparian habitat were accomplished both on-site and off-site. The off-site <br /> mitigation area is located at the southwest corner of Valley Avenue and Laguna Creek <br /> Lane, adjacent to Mission Creek on the Bernal Property. The use of the Bernal property <br /> for wetland and riparian mitigation is compatible with the Bernal Property Specific Plan, <br /> which designates this area as agricultural. Per the Specific Plan, agricultural uses were <br /> anticipated to provide "hands-on" lessons in the natural sciences and ecology, and to <br /> provide for a living classroom experience. The created wetland and riparian habitat will <br /> foster these learning activities as stated in the Specific Plan. The addition of an <br /> observation deck adjacent to the pond will allow access to better view the extensive <br /> mitigation that occurred as part of this project and is compatible with the comments <br /> received by the Parks and Recreation Commission at the time of the original pond <br /> creation. <br /> DISCUSSION <br /> Sealed bids for this project were opened on August 19, 2011. A total of five bids were <br /> received with bid amounts ranging from $56,250 to $143,403 (see Attachment 1). The <br /> Architect's estimate for the project was $65,000. <br /> Staff reviewed the bid submitted by the low bidder, J3C Construction, and found it to be <br /> responsible and responsive. Past work performed by this contractor was also verified <br /> and was determined to be satisfactory. Staff recommends award of the construction <br /> contract to J3C Construction <br /> Project funding and estimated expenditures are presented in Attachment 2 to this <br /> report.
