Councilmember McGovern stated that if funding was to become available for something the Council wanted to implement but it was for 2013/14, she clarified these strategies could be moved forward given funding. The Council thanked Mr. Smith and staff for their work on the CAP. BREAK The Mayor called for a break at 9:00 p.m., and thereafter reconvened the regular meeting. Mayor Hosterman opened the public hearing. Public Comments: David Miller presented a book published in 1968 warning people about upcoming mass starvation of humans in the 1970's and 1980's due to over-population, a Time magazine cover of 1977 warning us of the coming Ice Age, the ozone scare of 1987, ice caps melting and polar bears dying in 2006, and he voiced concern that the CAP is based on GHGs and 002. Missing is water vapor which makes up 95% of the Earth's greenhouse effect. He said climate models on NASA satellite data no longer appear to be tracking actual data. He voiced concern about the plan's actual cost, the goal to be the greenest City in the state, and asked the City to be the most business-friendly, stating that AB 32 is a job-killer. Brad Hirst congratulated Mr. Smith on the report and collaborative process and said he especially likes the phrase, "educate and motivate, don't regulate." He said the greatest challenge is to help business create private sector jobs and prosperity and as the City moves forward he looks forward to the City working in collaboration, as there are many hurdles to overcome in dealing with the State. Jan Batcheller spoke in support of the CAP. She said the plan is a timely practical and logical document, is forward-thinking and cutting edge, it makes every citizen personally responsible for a portion of the CO2 emissions reduction required by the State, and she thinks people will easily embrace these concepts in moving forward. She will be at the Veterans Hall on Saturday, August 27th with the Food for Thought program and she encouraged others to learn what they can do to reduce CO2 emissions. David Stark said he is a Pleasanton homeowner and a member of the business community and participated in the public facing meetings. He echoed Mr. Hirst's comments that the process was very inclusive in balancing the needs to comply with State law and the lawsuit but with the economic realities the community is facing. He shared experiences with energy efficiency as a homeowner, stating he put in double pane windows, stopped watering the lawn in the front yard, hired a landscape architect who designed a lawn free front yard, they replaced their roof and put a thermal barrier in underneath the shingles, and he learned it is extremely confusing and difficult to navigate all products and services out there. He asked the Council to continue with the CAP and with the partnership with Pleasanton residents to provide tangible examples of what to do. While staff resources are limited, he asked the Council to strategically allocate resources to come up with programs that are targeted specifically for the environment and for Pleasanton. He offered his home to serve as an example. Mayor Hosterman concurred with this idea and suggested the City establish an inventory and showcase homes where homeowners have made energy efficient upgrades. Mayor Hosterman closed the pubic hearing. Councilmembers recognized staff, the Committee, and those who participated in development of the CAP, citing the importance of energy efficiency measures, conservation, reduction of emissions, the need to implement the plan, and to track progress over time.
