The tow rotation program's purpose is to maintain high safety and service levels. It
contains rules and regulations by which tow service operators must comply in order to
participate in the program. Areas addressed in the proposed agreement include: tow
truck driver classifications; tow truck drivers and licensing; response requirements;
storage facility requirements; insurance requirements; inspections; business records;
demeanor and conduct standards; equipment specifications; rates; disciplinary actions;
and hearings and appeals. These terms and conditions are substantially similar to those
in the CHP and Alameda County Sheriffs tow service agreements, and the Police
Department believes that they meet the needs of the public, the towing industry, and the
Police Department.
The attached resolution mandates adherence to the agreement as set forth and
modeled after the 2011-2012 State of California, Department of Highway Patrol Tow
Service Agreement, and 2009-2013 Alameda County Sheriffs Office Tow Service
Agreement.
Submitted by: Fiscal Review: Approved by:
///,/ fm“
Dave C.
