3) An Operator may submit two retail hourly rates: One rate for call originating during <br /> business hours and one rate for call originating after business hours. <br /> 4) An Operator shall base towing charges upon the class of vehicle being towed, <br /> regardless of the class of truck used. <br /> M. Service Call <br /> 1) An Operator may charge up to a 30-minute minimum per call for any service which <br /> is performed when the vehicle's operator or agent is present and the vehicle is not <br /> stored at the direction of an Officer or returned to the Operator's storage yard. <br /> 2) Rates for a service call (e.g., out of fuel, lockouts, and tire changes) shall be from <br /> portal to the end of service. <br /> 3) Charges in excess of 30 minutes may be charged in no more than one-minute <br /> increments. <br /> 4) Fuel charges dispensed on out-of-fuel service calls shall be at the prevailing market <br /> rate. <br /> N. Fees for Special Occasions <br /> 1) Fees shall be reasonable and consistent with industry standards for similar <br /> operations. <br /> 2) The PPD shall utilize Operators that are in good standing with the TSA to recover any <br /> reported stolen vehicles at the direction of the personnel conducting the <br /> investigation. The PPD representative shall complete a CHP 180 form, have the <br /> Operator sign the form and provide the Operator with the yellow copy of the form. <br /> The Operator shall respond for the recovery of vehicles when vehicles need to be <br /> recovered either for evidence, abatement or has been recovered stolen, without <br /> regard to where the vehicle may be located. The hourly rate for billing shall be the <br /> same as for any other tows unless conditions require special handling. <br /> a) Hourly rates shall be established for the following: <br /> i. Auxiliary and contracted equipment (e.g., airbags, converter gear/dolly, <br /> additional trailers,forklift, and front loaders). <br /> ii. Contract labor. <br /> b) Based on the average of the proposed fees submitted, company invoices and <br /> comparison to industry standards for similar operations, the PPD shall <br /> determine the reasonableness of the fees for these types of operations. <br /> 2011-2013 TSA Page 20 of 30 <br />
