BACKGROUND <br /> Two years ago the City established a goal of being the greenest City in the State. The <br /> CAP, which is a road map of how to attain that goal, is comprised of six guiding principles <br /> as follows: <br /> • Formulate specific targets and performance measures as benchmarks in local <br /> climate action plans <br /> • Promote citizen and stakeholder participation in administrative design and <br /> decisions for energy efficiency and sustainability <br /> • Engage interested parties and share knowledge through sustainability networks <br /> and regional collaboration initiatives <br /> • Establish a dedicated sustainability office with appropriate funding <br /> • Coordinate sustainability and energy programs with traditional services and <br /> economic development functions <br /> • Lead by example — increase sustainability initiatives by first practicing <br /> sustainability within local government operations and activities <br /> Adherence to the guidelines will require cooperation with residents, business partners <br /> such as PG&E and implementation and coordination of City programs such as its Green <br /> Building Ordinance. <br /> INVENTORY SUMMARY AND REDUCTION TARGETS <br /> As part of the CAP, the City is adopting a community-wide emissions reduction target of <br /> 15% below its 2005 baseline by the year 2020. This is deemed by CARB, the BAAQMD, <br /> and the California Attorney General to be consistent with the state-wide AB 32 goal of <br /> reducing emissions to 1990 levels. The 15% reduction target is in line with other CAPs <br /> developed for the County of Alameda and several Bay Area cities.
