BACKGROUND <br /> On July 17, 2007, the City Council approved the installation of traffic calming devices on <br /> Sycamore Road and Alisal Street. These devices were designed to mitigate traffic <br /> impacts resulting from the Fall 2005 opening of the Callippe Preserve Golf Course. <br /> Westbridge Lane and Clubhouse Drive provide access to Callippe Preserve Golf <br /> Course from Sycamore Road and Alisal Street. The previous traffic calming program <br /> did not include these streets since many of the existing homes were not yet constructed. <br /> On November 10, 2010, City staff received a resident request for traffic calming on <br /> Westbridge Lane and Clubhouse Drive. In January staff analyzed and prioritized these <br /> streets and eleven other previously requested locations. Westbridge Lane and <br /> Clubhouse Drive were identified as a high priority location, with critical vehicle speeds of <br /> 39 miles per hour. Speeds on these streets were 5 miles per hour higher than the next <br /> highest residential street in the traffic calming program and were similar to speeds <br /> previously seen on Sycamore Road and Alisal Lane. <br /> DISCUSSION <br /> On April 20, 2011, staff conducted a neighborhood traffic calming program project kick- <br /> off meeting. City staff introduced the traffic calming program, identified eligible traffic <br /> calming devices and their advantages and disadvantages, solicited feedback, and <br /> identified neighborhood residents willing to help develop a neighborhood traffic calming <br /> plan. The residents collected the required signatures indicating that a majority <br /> supported the development of a traffic calming plan. <br /> On May 31st, 2011, staff met with neighborhood representatives to review and comment <br /> on a preliminary traffic calming plan. City staff and neighborhood representatives <br /> collaborated on a plan that includes the installation of five speed lumps, one radar <br /> speed sign, and all appurtenant signage, striping and street light modifications <br /> (Attachment 1). <br /> Street light modifications include the addition of one new street light and the relocation <br /> of an existing street light on Westbridge Lane. The traffic calming program <br /> recommends street lights in front of speed lumps when feasible to improve nighttime <br /> visibility. Existing street lights on Westbridge Lane make these improvements <br /> straightforward. With no existing street lights in place, the installation of new street <br /> lights near proposed speed humps on Clubhouse Drive is infeasible and cost <br /> prohibitive. Speed lumps installed without street lights on Sycamore Road and Alisal <br /> Street have performed without incident since their installation in 2007. Improved <br /> striping and signage will ensure proper speed lump visibility during low visibility <br /> conditions. <br /> Staff conducted an additional open house and public workshop on July 13th to introduce <br /> the proposed traffic calming plan and solicit additional feedback. Staff received positive <br /> comments and support for the plan at this meeting. Staff received a strong majority <br /> (67%) support for the project via petition (Attachment 2).
