Councilmember McGovern said she worked with staff to suggest minor changes to some of the <br /> different policies based on discussion, as follows: <br /> • Typographical error on page 2, which was corrected; <br /> • Page 5: There was no Program 8.5, but only Program 8.3 which was corrected; <br /> • Program 9.1: She asked to add at the end of the sentence, add the word "etc." or "other <br /> facilities" because it does not show the broad perspective of what the growth <br /> management program could actually use. Councilmember Sullivan suggested the City's <br /> fiscal condition is not in there and it should be, and he supported the use of "etc." which <br /> accomplishes additional things that come up; <br /> • Program 9.3: It talks about "replace or maintain Kottinger Place and Pleasanton <br /> Gardens" and they have worked on language that states they "will change, maintain, <br /> rehabilitate, or reconstruct" because this is what has been discussed; not only to <br /> "maintain"; <br /> • Program 11.1: The totals are the original totals. The program will be clarified to state, <br /> "complete any and all zonings and General Plan amendments necessary to <br /> accommodate the City's full RHNA allocation for the fourth Housing Element revision <br /> planning period as assigned to the City by ABAG on or about May 2008. Of the total <br /> RHNA comprising of 3 277 total units including 1,076 very low income, 728 low income, <br /> 720 moderate income, and 753 above moderate income, the unaccommodated portion <br /> consists of 539 very low income units, 1,122 low income units, and 331 moderate <br /> income units, requiring zoning of 55 acres at 30 units per acre and 14 acres at 23 units <br /> per acre." <br /> • Program 13.3: There is a reference to "management group", the definition of which she <br /> questioned. They felt it was better to re-word the program to say, "Provide grants or <br /> direct technical assistance where appropriate to for-profit and non-profit organizations <br /> capable of acquiring and managing at-risk projects"; <br /> • Program 13.4: Change the word "should" to "will"; "....will work with apartment owners"; <br /> Councilmember Sullivan asked for the following amendments: <br /> • Program 14.1: "Fund the infrastructure improvements contained in the General Plan to <br /> accommodate projected housing growth". This implies that the City will fund this, <br /> however, there are many cases where developers or others may have to contribute to <br /> fund infrastructure. Councilmember Cook-Kallio suggested "Identify a funding <br /> mechanism for infrastructure improvements" and Councilmembers concurred. <br /> Councilmember McGovern continued suggested amendments: <br /> • Program 15.2: Clarified wording to read, "Coordinate public information with surrounding <br /> communities to provide up-to-date listings of opportunity for regional affordable housing <br /> and programs for low and very low households." <br /> Councilmember Cook-Kallio asked for clarification: <br /> • Program 16: "It is strongly encouraged that the Inclusionary Zoning Ordinance <br /> requirements be met by building housing affordable to low and very low income." She <br /> does not see where it allows an in-lieu fee, and she suggested this should be the cost of <br /> building the unit someplace else and not simply a fee. Mr. Dolan said Program 16.2 <br /> suggests the City will be reviewing a fee which is more appropriate to be included within <br /> that discussion. Councilmember Cook-Kallio agreed and asked to ensure its review. <br /> Councilmember McGovern continued suggested amendments: <br /> • Policy 25: She said it would not be appropriate in the downtown to allow an incentive by <br /> reducing parking spaces in the downtown, which was brought up by former Mayor Tom <br /> City Council Minutes Page 8 of 14 July 19, 2011 <br />
