Councilmember Sullivan stated that he thinks the process has gone very well with a lot of <br /> community input from the public and the task force, Housing Commission and Planning <br /> Commission. <br /> Councilmember Thorne cited emails and comments about additional crime and asked for any <br /> supporting data to document that rates are higher in vicinities in or near inclusionary housing. <br /> Mr. Dolan said he was unaware that any data exists. <br /> Councilmember McGovern referred to the City and County of San Francisco property (Site 18) <br /> and voiced concern with massing and height because of civic related items. She voiced interest <br /> in having this designated at 23 units/acre and for studies to be done that look at massing so as <br /> not to destroy the ambience there. She said there is housing across from the Firehouse Arts <br /> Theater and she asked if this was identified as being redeveloped with higher density. Ms. Stern <br /> said there is housing adjacent to it, but the City did not have a property owner come forward. <br /> Councilmember McGovern questioned and confirmed that staff contacted this property owner. <br /> Councilmember McGovern said it was noted that Staples Ranch was not looked at, and she <br /> questioned whether or not the City has the right to change the zoning from housing versus <br /> commercial if there was ever a need to do so. Ms. Stern said most of the commercial area is <br /> within the Airport Protection Area and no opportunity for residential therefore exists. <br /> Councilmember Sullivan said the Council has had the East Side Specific Plan in its list of <br /> priorities for 10 years. He asked how the rezoning of Sites 11, 14 and 8 affect this Specific Plan. <br /> Mr. Dolan said it is something the Council would have to decide, and there are a number of <br /> options. The Council could exempt a small percentage of the greater holdings selected for <br /> rezoning and take them out of the specific plan process or the Council could rezone them and <br /> jump into the specific plan and do the work on them concurrently, or also take the approach not <br /> to select those and have them wait for a future round and determine how the whole thing would <br /> lay out in the specific plan. <br /> Councilmember Sullivan said he thinks they could also be made smaller to not affect the <br /> Specific Plan. He asked whether or not whatever is chosen would be removed from the Specific <br /> Plan. Mr. Dolan said the Council could remove it or leave it in, but if the City is accepting <br /> development proposals in advance, leaving it in does not do much. <br /> Mayor Hosterman opened the item to public comment. <br /> Wes cited voiced opposition to high density development on Site 7, and said he feels the site <br /> selection and ranking processes are flawed based on the 36 criterion, 20 of which relate to <br /> amenities of future residents and tax credits earned as a City. He said 9 criteria relate to the <br /> environment and physical attributes of the town; 6 relate to the developer's ease of building; and <br /> only 1 relates to how existing residents feel about the development. He asked that Site 7 be <br /> removed from the list for high density development. <br /> Vallery voiced opposition to the process, stating letters were written to land owners interested in <br /> rezoning their lands for high concentration, low income housing, and only those who showed <br /> interest were added to the list. She said residents do not want any more high density, low <br /> income housing in an area that already has enough affordable housing and their area will face <br /> significant traffic, impacts on schools, and noise and air quality issues. <br /> City Council Minutes Page 8 of 19 May 3, 2011 <br />
