Goals, Policies, and Programs <br />Regarding the , Ms. Stern stated that most of the <br />programs in the Draft were carried forward from the 2003 Housing Element; but there <br />are new and amended programs resulting from new legislation relating to: <br /> <br /> Meeting requirements related to emergency shelters and supportive and <br />transitional housing: Staff recommends that these rezonings be completed within <br />a year which will provide an opportunity for the City to receive public input and <br />suggestions with respect to how the City will implement these requirements and <br />which will allow the City to make a commitment to adopt regulations related to <br />these requirements within the year. <br /> <br /> Addressing the Settlement Agreement: <br /> Identify the need for special needs housing for large families, for the <br />disabled, and for other extremely-low-income groups that need specific <br />goals developed for them. The City will consider those needs when it <br />approves projects. <br /> Consider the use of the Low-Income Housing Fund to help develop <br />three-bedroom units affordable to low- and very-low-income large families. <br /> City assistance to non-profit housing developers, requiring the City to <br />convene a meeting of housing developers and landowners to help and <br />assist in a housing development through a non-profit partnership. <br /> An annual review of the Housing Element to discuss progress in meeting <br /> <br /> <br /> Other recommended amendments which have emerged from the Housing <br />Element Task Force and from earlier meetings with the Housing Commission, <br />which include: <br /> Second Unit Ordinance development regulations, to determine if there are <br />ways that these can be liberalized to encourage more second units. <br /> Condominium Conversion Ordinance, to ensure that tenants are <br />adequately protected from any displacement during conversion. <br /> Growth Management Ordinance, a large project being undertaken by a <br />subcommittee consisting of some Councilmembers and senior staff <br />members. <br /> Rezoning and General Plan amendments, necessary to accommodate the <br />, a program which staff intends to complete before the <br />adoption of the Housing Element. <br /> Assessing the level of effort to overcome any infrastructure constraints <br />that could limit affordable housing. <br /> Lower-Income Housing Fund, to considering priorities for strategically <br /> several million dollars <br />. <br /> Universal Design features, to require these as feasible to meet the needs <br />of persons with disabilities and to help with the idea of aging in place, with <br />ways <br />to keep people safely in their homes. <br />PLANNING COMMISSION MINUTES, June 22, 2011 Page 5 of 33 <br /> <br />
