6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />a. PGPA-17, City of Pleasanton <br />Consider the Preliminary Draft Housing Element Submittal to the <br />California Department of Housing and Community Development (HCD), <br />including potential rezoning of sites for multi-family housing. <br /> <br />Chair Narum presented the process to be followed for the consideration of PGPA-17: <br />1. Housing Element Goals, Policies, and Programs <br /> Presentation of the staff report <br /> Commission clarification questions <br /> Public hearing <br /> Commission discussion <br />2. Sites <br /> Presentation of staff report <br /> Commission clarification questions <br /> Public hearing <br /> Property owners/representatives <br /> General public <br /> Commission discussion <br />3. One motion and vote for the entire Draft Housing Element <br /> <br />Janice Stern presented the staff report and indicated that staff will ask the Planning <br />Commission to take an action to recommend approval of the Draft Housing Element <br />(DHE) to the City Council prior to its submittal to the California Department of Housing <br />and Community Development (HCD), the agency charged with reviewing <br />DHE. She stated that the DHE consists of the Goals, Policies, and Programs; the list of <br />housing sites; and the background report prepared by staff. She stated that the <br />Planning Commission will see this Draft again prior to adoption of the Housing Element <br />at the end of 2011. <br /> <br />Ms. Stern then reviewed the Housing Element Update process for those Commissioners <br />who were not directly involved in the Housing Element Update Task Force (HEUTF). <br />She indicated that a number of community meetings have been completed, and she will <br />be presenting a brief update of the community meeting held earlier this week; - <br />has been done with the Housing Commission, the Planning Commission, and the <br />City Council in April and early May; the document then went back to the HEUTF for its <br />final recommendations on the Goals, Policies, and Programs as well as on the sites; <br />last week, it went before the Housing Commission for its final recommendations; and <br />tonight, it is coming before <br />recommendation to go forward to the City Council, who will then review the Draft and <br />give its approval for submission to HCD. Ms. Stern indicated that the Planning <br />Commission is not taking any formal action on the DHE at this point because the <br />Commission does not have the benefit of the Environmental Impact Report (EIR) at this <br />point, and formal action will be considered once the entire package returns to the <br />Commission sometime in the October-November timeframe. <br />PLANNING COMMISSION MINUTES, June 22, 2011 Page 3 of 33 <br /> <br />
