Mr. Dolan noted that the particular issue of building one-story higher than what is <br />around is one of the criteria, and it does not mean that if that is violated, the project <br />cannot be done. He indicated that the toughest thing about this site is that it is small, <br />and the issues mentioned by Ms. Stern and the public multiply such as parking <br />becomes more difficult and setbacks take up more space. He noted that it is a greater <br />challenge and will definitely be harder, but it does not mean that a project that will fit <br />cannot be designed. <br /> <br />commented that they are also at a lower density than the <br />30 units per acre at the other sites. <br /> <br />Chair Narum stated that at its last meeting, the Task Force voted, 4 in favor and <br />6 opposed, to remove the site from the list, with most of those opposed indicating that <br />they want more information. She indicated that she voted to remove it, noting that there <br />are apartments along Santa Rita Road, but this will be two to three stories on a very <br />small site backing up to a long-established neighborhood of mostly single-story houses. <br /> <br />stated that if the owner of the property were interested in <br />converting over to some type of multi-family development, the City could always <br />accommodate this at a lower density. He commented that the numbers could still add <br />up to the 2,000 total units the City needs, and building 69 units on this property is not a <br />make it or break it deal. He indicated that the site could be removed from the list; <br />however, the owner could still come up with something lower to add units but not at <br />30 per acre. He asked staff if this was a possibility. <br /> <br />Mr. Dolan said yes; however, if there is no presumption that it meets the criteria at the <br />density, the units either have to be income-restricted, or staff would have to document <br />that they are income-restricted. <br /> <br />indicated that he was referring to removing it from the list and <br />inquired if, in the event the owners wanted to develop at 20 units per acre with two <br />stories, it could always be approved. <br /> <br />Mr. Dolan said yes and added that the property owner could also propose to convert the <br />existing structure. <br /> <br />indicated his support to remove this site from the list. <br /> <br />Commissioner Pentin stated that he also supports removing the site from the list. <br /> <br />Commissioner Pearce stated that she was not able to attend the March 30, 2011 Task <br />Force meeting, and had she been able to, she would have voted no, as she does not <br />think this is right for the site.
