are a long-time resident, per se. He indicated that the Kiewit property has been <br />identified for ten acres on the current list, and they are looking for support to get that ten <br />acres allocated to the property. He stated that they feel this is an ideal site to receive <br />some of this density because, being 50 acres, it will allow them to integrate that higher <br />density residential into a well-planned mixed-use community. He noted that utilities and <br />infrastructure are already in place at the site, so when the City looks at the properties <br />and the willingness and readiness to be able to be developed, these would be a benefit <br />for the site. <br /> <br />Mr. Constanzo stated that with a residential community already established adjacent to <br />the site, Kiewit wants to express its commitment to work with staff and the community <br />and design a well-planned community, recognizing that there will be a lot of <br />infrastructure and amenities required in that area. He added that Kiewit will pay its fair <br />with an allocation of ten acres. <br /> <br />Commissioner Pentin disclosed that Mr. Costanzo contacted him today, and they <br /> <br /> <br />Chair Narum likewise disclosed that she also discussed the matter with Mr. Costanzo <br />yesterday. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />Chair Narum stated that she and Commissioner Pearce are members of the Task Force <br />and have already had a chance to weigh in on what is here. She indicated that she will <br />take a back seat to the three remaining Commissioners who are hearing this for the first <br />time and are less familiar with the subject. She added that she would be interested in <br />hearing their comments and thoughts on the different sites. <br /> <br />indicated that he would like to start with general questions first <br />to understand the process and then go site by site. <br /> <br />Before proceeding, Chair Narum asked staff if they wanted to make any comments <br />regarding questions and matters raised by the speakers. <br /> <br />Mr. Dolan stated that he wanted to share some information with the Commissioners as <br />they deliberate that be somewhat responsive <br />to some of the testimony the Commission may have heard. He indicated that a lot of <br />people may understand the point about what these units will be, but some do not. He <br />explained that the State says the City will meet its need if it provides zoning at a certain <br />density, but what happens in reality is that there is a developer who will provide a <br />project proposal, and he will be a developer of market-rate housing; a regular real <br />estate developer. He added that even these sites that the City has to rezone at 30 units <br />per acre will be developed as new, high-end apartments and will be going after the top <br />dollars in this relatively well-off community. <br />PLANNING COMMISSION REGULAR MINUTES, April 27, 2011 Page 19 of 40 <br /> <br />
