CZTY OF PLE~9.~'TTON <br />COUNTY OF At~.I.5DA <br />STATE OF CAL!FOP2KA <br /> <br /> 3482 <br />RESOLUTION NO. <br /> <br />URGING COOPERATIVE ACTION REGARDING ZONING AND RECLAMATION OF <br />ROCK, SAND ANDGRAVELARF~S WITHIN THE LIVE~MORE-A}I4DOR VALLEY <br /> <br /> WHEREAS, the operation of the rock, sand and gravel industry within the <br />Livermore-Ar~-dor Valley has historically provided substantial econo~c benefit <br />to the Valley and to the San Francisco Bay Region; and <br /> <br /> WHEREAS, the continued operation of said industry within the Valley is <br />of substantial importance to all agencies concerned; and <br /> <br /> WHERFAS, due to the rapid urban expansion of the cities of Livermore and <br />Pleasanton serious potential problem~ involving a conflict between urban expansion <br />and the extractive industries do exist; and <br /> <br /> WHEREAS, feasible methods for the reclamation of depleted or abandoned <br />rock, sand and gravel quarries must be found and acted upon; and <br /> <br /> Wt~REAS, the solution of the zoning and reclamation problems associated <br />with the rock, sand and gravel mining industry may only be satisfactorily solved <br />by the earliest possible joint action of the industry and the public agencies <br />involved; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Pleasanton City Council does <br />hereby urge that joint action be taken as follows by the industry, Alameda County, <br />and the cities of livermore and Pleasanton: <br /> <br />Form a co..,~{ ttee consisting of elected officials from the cities of <br />Livermore and Pleasanton and Alamada County, and highly-placed <br />officials of the rock, sand and gravel industry within the Livermore- <br />Amador Valley, to consider the following specific matters: <br /> <br />a. Compilation of data regarding the extent of rock~ sand and <br /> gravel deposits within the Livermore-Amador Valley. <br /> <br />Formulation of specific recommendations to the various public <br />agencies involved regarding the establishment of a standard <br />zoning classification or district for rock, sand and gravel <br />mining operations, to be adopted by the public agencies in- <br />volved. This process should also include various standard <br />rules and regulations governing mining operations. <br /> <br />Formulation of specific recomnendations to the various public <br />agencies involved regarding the assignment of protective zoning <br />to certain present or potential rock, sand and gravel areas. <br /> <br />de <br /> <br />Formulation of specific recommendations to the various public <br />agencies involved regarding methods by which depleted or <br />abandoned reck, sand and gravel quarries may be reclaimed <br />or otherwise put to a useful purpose. <br /> <br />This function should also involve the establishment of a work- <br />ing relationship with the Alameda County Recreation and Parks <br />Advisory Committee, the East Bay Regional Parks District, the <br />State of California, the Association of Bay Area Governments, <br />or any other agency which might be of assistance in fot~nulating <br />and carrying out a reclamation program. <br /> <br /> <br />
