THE CITY OF ^ <br /> -- #°' ° -=��`"' CITY COUNCIL AGENDA REPORT {J <br /> pLEASANTON„ <br /> July 19, 2011 <br /> Fire <br /> TITLE: ADOPT A RESOLUTION TO AUTHORIZE USED OIL PAYMENT <br /> PROGRAM APPLICATION <br /> SUMMARY <br /> The California Oil Recycling Enhancement Act mandates the California Department of <br /> Resources Recycling and Recovery to provide monetary support to local governments <br /> for establishing local used oil programs that encourage recycling of used oil. <br /> Previously, this state support was provided through Block Grants. The Block Grant <br /> program has been replaced by a Used Oil Payment Program. Because the Used Oil <br /> Payment Program is not competitive, local governments need only to submit a <br /> completed application and meet the program's eligibility requirements to participate in <br /> the Program. <br /> Used Oil funds allow the City to assist citizens in properly disposing of used oil and <br /> filters through activities such as establishment of collection facilities and public outreach <br /> and education. This significantly reduces contamination of the environment. <br /> The City of Pleasanton meets the eligibility requirements for the Used Oil Payment <br /> Program. The authorizing resolution is due by August 1, 2011. As of the date this staff <br /> report was prepared and submitted, the State had not yet released the exact amount of <br /> funding available per jurisdiction for fiscal year 2011/2012. We anticipate it will be <br /> approximately $8,000.00, similar to amount of the last Block Grant. <br /> The Block Grant program required a City Council resolution for each year's Block Grant <br /> application. The Oil Payment Program provides for a City Council resolution authorizing <br /> participation in the Oil Payment Program until rescinded by City Council. The <br /> accompanying resolution authorizes participation until rescinded by City Council. <br /> RECOMMENDATION <br /> Adopt a resolution authorizing the Fire Chief to annually submit an application to the <br /> California Department of Resources Recycling and Recovery for participation in the Oil <br /> Payment Program. <br /> FINANCIAL STATEMENT <br /> No net fiscal impact to the City. <br />
