THE CITY OF ^ -- #°' ° -=��`"' CITY COUNCIL AGENDA REPORT {J pLEASANTON„ July 19, 2011 Fire TITLE: ADOPT A RESOLUTION TO AUTHORIZE USED OIL PAYMENT PROGRAM APPLICATION SUMMARY The California Oil Recycling Enhancement Act mandates the California Department of Resources Recycling and Recovery to provide monetary support to local governments for establishing local used oil programs that encourage recycling of used oil. Previously, this state support was provided through Block Grants. The Block Grant program has been replaced by a Used Oil Payment Program. Because the Used Oil Payment Program is not competitive, local governments need only to submit a completed application and meet the program's eligibility requirements to participate in the Program. Used Oil funds allow the City to assist citizens in properly disposing of used oil and filters through activities such as establishment of collection facilities and public outreach and education. This significantly reduces contamination of the environment. The City of Pleasanton meets the eligibility requirements for the Used Oil Payment Program. The authorizing resolution is due by August 1, 2011. As of the date this staff report was prepared and submitted, the State had not yet released the exact amount of funding available per jurisdiction for fiscal year 2011/2012. We anticipate it will be approximately $8,000.00, similar to amount of the last Block Grant. The Block Grant program required a City Council resolution for each year's Block Grant application. The Oil Payment Program provides for a City Council resolution authorizing participation in the Oil Payment Program until rescinded by City Council. The accompanying resolution authorizes participation until rescinded by City Council. RECOMMENDATION Adopt a resolution authorizing the Fire Chief to annually submit an application to the California Department of Resources Recycling and Recovery for participation in the Oil Payment Program. FINANCIAL STATEMENT No net fiscal impact to the City.
