X <br /> b)Substantially damage scenic resources,including,but X <br /> not limited to,trees,rock outcropping;,and historic <br /> buildings within a state scenic highwal t <br /> c)Substantially degrade the existing visual character or X <br /> quality of the site and its surroundings? <br /> d) Create a new source of substantial I ght or glare X <br /> which would adversely affect day or nighttime views in <br /> the area? <br /> Environmental Setting <br /> No scenic vistas or scenic resources are located within project area. Due to the surrounding homes, the <br /> site is not visible from the Alameda County Fairground. The project site abuts the Arroyo Del Valle. <br /> Future homes as a result of this rezoning may be visible from residential properties across the arroyo. <br /> However, visual impacts should be minimal due to existing dense vegetation along the arroyo that <br /> provides screening. <br /> The future homes will be visible from the immediate homes on Cindy Way and Calico Lane. However, <br /> the visual impact should not be significant as the future PUD development plan would include height <br /> restrictions and design criteria. <br /> Significance Criteria <br /> The impact questions above constitute the significance criteria for this environmental topic. <br /> Discussion of Checklist Questions <br /> a.-d.) The proposed project would not change the physical setting of the property site. The existing <br /> home may still be visible from the Arroyo. The applicant is proposing to relocate the existing home after <br /> the rezoning is approved. The relocated home would meet the underlying zoning district's development <br /> standards and will be required to receive applicable approval. With the relocation of the home, the <br /> home would be oriented differently as it currently is. However, being set back from the street, the light <br /> and glare from the existing house home would not adversely impact motorists or surrounding homes. <br /> As a result of the rezoning, future homes may be constructed. If it occurs,development standards <br /> related to the lots and the design of the residences would be a part of the project. These standards will <br /> ensure that the visual character and the quality of the neighborhood and its surroundings will be <br /> maintained. Additionally, residential structures do not typically create substantial amounts of glare <br /> because of the types of materials used and the height of the structures. Residential projects are generally <br /> required to not provide up lighting and to ensure that the lowest wattage and luminosity be used in <br /> exterior lighting applications so as not to add to `night sky pollution'. This project will provide <br /> standards in the design guidelines addressing this issue. <br /> 4 7/8/2011 <br />
