THE CITY OF <br /> 05 <br /> %�, _ -_���., �.e.r <br /> — - CITY COUNCIL AGENDA REPORT <br /> PL£ASANTONe <br /> June 7, 2011 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVE PREANNEXATION AGREEMENT AND APPROVE WATER <br /> AND SEWER CONNECTIONS (LINDEN WAY - APN 946-1706-006-00, HDF <br /> PARTNERSHIP) <br /> SUMMARY <br /> The property owner of a vacant 16,000 square foot parcel is requesting water and <br /> sewer service to serve a proposed residence located on Linden Way within the Remen <br /> Tract outside the City limits. The owner received approval from Alameda County to <br /> construct a single-family residence with the condition to connect to the City's water and <br /> sewer service. When a property is located within 200 feet of a public sewer line, <br /> Alameda County Department of Environmental Health regulations require all new sewer <br /> systems utilize the public sewer line. These regulations are intended to protect existing <br /> groundwater supplies from contamination and to avoid any potential health risks <br /> associated with a failed septic system. A request to connect to City water and sewer <br /> systems also requires that the property owner enter into a preannexation agreement <br /> with the City. <br /> RECOMMENDATION <br /> 1. Authorize connection of the HDF Partnership parcel (APN 946-006-00) located on <br /> Linden Way to the City sanitary sewer and water systems, provided: all connection <br /> work is done to the satisfaction of the City Engineer; all costs are borne by the <br /> property owner; and the proposed extension of City services is approved by the <br /> Alameda County Local Agency Formation Commission (LAFCo). <br /> 2. Approve the preannexation agreement between HDF Partnership and the City of <br /> Pleasanton, and authorize the City Manager to execute the agreement. <br /> 3. File an application with LAFCo for the extension of sewer and water service to this <br /> property. <br /> FINANCIAL STATEMENT <br /> The property owner would be required to pay all costs associated with installation of <br /> sewer and water laterals for the proposed house, including costs associated with <br /> extending the water main and fire hydrant on Linden Way. The owner will also pay for <br /> water and sewer connection fees, permits, and fees required by the City, County, and <br /> LAFCo. <br />
