Councilmember McGovern expressed support for the proposed allocations. She asked and staff <br /> confirmed that Axis Community Health owns the site of its current community clinic. She also <br /> confirmed with staff that it is looking to relocate out of downtown Pleasanton. <br /> Councilmember Thorne said he felt that it would be good to take a careful look at all <br /> commissions. He said the staff recommendation to consider merging the Housing and Human <br /> Services Commission makes sense at first glance, though both do much more work that the <br /> public generally understands. He said he would be interested to learn what results from the <br /> discussions. <br /> Mr. Fialho stressed that staff is not recommending the collapse of either commission, but would <br /> like to engage in discussions about whether or not it would be a possibility going forward. <br /> Councilmember McGovern cautioned against overburdening any one group as a result of <br /> increasing the scope of their focus. <br /> Vice-Mayor Cook-Kallio cited concern related to a reduction in the number of commissions, <br /> which limits the possibility of participation. She acknowledged the potential for overlap with <br /> respect to certain issues and wondered if those could perhaps be addressed through a joint <br /> meeting. She shared Councilmember Sullivan's concerns regarding the likely increase in <br /> housing issues in the coming years but also found value in investigating the idea of a merger. <br /> She said she was pleased to see the results of the new streamlined process. <br /> MOTION: It was M/S by Thorne/McGovern to adopt Resolution No. 11-440 approving the <br /> allocation of funds as recommended. Motion carried by the following vote: <br /> Ayes: Councilmembers McGovern, Sullivan, Thorne, Vice-Mayor Cook-Kallio <br /> Noes: None <br /> Absent: Mayor Hosterman <br /> 22. Receive presentation from the California High Speed Rail Authority on the Altamont <br /> Corridor Rail project and provide comments <br /> Also in attendance was Executive Director of ACE, Stacey Mortenson. <br /> Will Gimpel, California High Speed Rail Authority (Authority), provided a project status report. <br /> He said in 2008, the Authority selected Pacheco Pass for a statewide high speed rail system but <br /> also recognized Altamont Pass as an important link to several northern regions of the state. The <br /> Authority has since entered into a partnership with the San Joaquin Regional Rail Commission <br /> (SJRRC) to develop service in this corridor that will feed into the high-speed lines under <br /> development. The purpose of the partnership is to improve existing ACE Rail service through <br /> the eventual development of an independent passenger service right of way. The Authority has <br /> considered several options for a phased approach and now is working with public agencies to <br /> gather input for moving forward. The next step is to develop at supplemental alternatives <br /> analysis. <br /> Brent Ogden, AECOM, reviewed the preliminary alternative analysis, which considers the <br /> alternatives identified in the scoping meetings held at the project outset. The purpose of the <br /> preliminary analysis is to focus the alternatives considered in the Environmental Impact Study <br /> (EIS) by including an adequate range to satisfy the requirements of environmental law and also <br /> avoiding those alternatives that could not ultimately be implemented.
