BACKGROUND <br /> The subject project was authorized in the 2010/2011 Capital Improvement Program to <br /> replace deteriorated water main-line valves throughout the City. Control valves provide <br /> for operational control of the water distribution system. When emergencies occur or <br /> repairs must be made, control valves allow for sections of the water distribution system <br /> to be isolated, thus preventing disruption of water service to a large number of <br /> customers. The specific project locations are along Valley Trails Drive from a list <br /> developed by the Utility Division and prioritized by the Engineering Division for 2011 <br /> street resurfacing. <br /> DISCUSSION <br /> Bids <br /> An engineer's estimate for the project was calculated at $82,500. Sealed bids were <br /> opened on April 18, 2011 , with a total of five (5) bids received that ranged from $86,490 <br /> to $124,125 (see Attachment 1). The apparent low bid was received from Ponte <br /> Engineering Corporation of San Jose, California. There was a minor discrepancy in the <br /> total for the bid which was corrected using unit price as per the specification. All bid <br /> documents were found to be in order and past work performed by Ponte Engineering <br /> Corp. was verified to be satisfactory. Therefore, staff recommends award of the <br /> construction contract to the lowest responsible bidder, Ponte Engineering Corp. <br /> Budget <br /> Project funding and estimated expenditures are presented in Attachment 2 to this <br /> report. A 15% contingency amount is recommended due to the nature of underground <br /> work and the potential to encounter unknown abandoned utilities or other buried <br /> obstructions that could impede the installation of the valves. Previous expenses <br /> charged to the project include materials and labor to upgrade water/air release valves <br /> on three courts that were being resurfaced last year ($12,385).
