15. Waived full reading and adopt Resolution No. 11-437 finding that certain Development <br /> Impact Fees (AB1600 and SB1693) collected are unexpended after five years but <br /> committed to particular projects <br /> 16. Waived full reading and adopted Resolution No. 11-438 approving the Investment Policy <br /> and Guidelines <br /> Chris Mosser suggested redirecting these investments to gold, silver and commodities, all of <br /> which have historically provided a significantly higher returns. <br /> Director of Finance Wagner advised that as a public entity, investments are subject to state law <br /> and noted that none of the recommended investments are allowable. <br /> 17. Approved and authorized the City Manager to execute a fifth amendment to provide <br /> additional compensation in the amount of $33,000 to professional services agreement with <br /> Bartel Associates, LLC, for actuarial consulting and related services <br /> Fire <br /> 18. Public Hearing: Waived full reading and adopted Resolution No. 11-439 to approve the <br /> 2011 Weed Abatement Program and authorizing the abatement of weeds, rubbish, dirt, or <br /> refuse upon or in front of certain described properties within the City of Pleasanton <br /> MOTION: It was M/S by McGovern/Sullivan to approve Consent Calendar as submitted and <br /> as noted. Presentation of Proclamation proclaiming April "Month of the Young Child" <br /> Julie Castillo, Friends of Gingerbread (FOG) President, thanked the City for its demonstrated <br /> commitment to providing programs such as the Gingerbread School, parks and facilities. <br /> Councilmember Thorne read the proclamation declaring April "Month of the Young Child." <br /> City Manager Fialho recognized and thanked Karen Burton-Lind and Becky Hopkins of the <br /> Gingerbread Preschool for their wonderful work on behalf of the City. <br /> 19. Presentation of Proclamation proclaiming April 30th "Mormon Helping Hands Day" <br /> Kendall J. Cooper, President of the Pleasanton Church of Jesus Christ of Latter Day Saints, <br /> stated that on April 30th, local members will join with other members throughout the state to <br /> assist governmental agencies in rendering service in various parks and facilities.
