Mayor Tarver understood that a General Plan amendment would be required to designate a <br /> park area. <br /> Mr. Swift said yes. For example,the San Francisco site has been identified for a 29 'A acre <br /> park site in the Specific Plan or a 35 acre park in the General Plan; however the number of housing <br /> units that would be added to the site would only require an 18 acre community park. The 20-acre <br /> park in the Vineyard Corridor vastly exceeds the required number of acres per 1000 population. <br /> Ms. Michelotti understood if the CAPP initiative passes and the five areas specified are <br /> designated agricultural, 85 acres of parkland would be removed from the General Plan Land Use <br /> map. <br /> Mr. Swift said that is correct. <br /> Ms. Ayala had a concern on how the LAVWMA pipeline extension will be funded. <br /> Mayor Tarver reiterated that staff is looking at alternatives. He said a LAVWMA workshop <br /> is scheduled for August 25 to discuss different funding alternatives. <br /> Ms. Acosta said the question is who will pay for the extension. There are a lot of issues <br /> that have to be looked at before the final decision is made. Currently the City of Livermore has not <br /> agreed to participate in the project. The City is looking at every possible alternative in order to <br /> make sure the pipeline project is completed,whether or not the CAPP initiative passes. <br /> Mr. Pico said the question is would the City participate in the expansion process if the entire <br /> $68 million had to be absorbed by existing ratepayers. He felt that would be unlikely. The City <br /> committed to provide the pipeline extension when Measure U was approved. He felt it would be a <br /> violation of Measure U if the cost of the extension were passed onto the ratepayers. <br /> Mayor Tarver said it is difficult to discuss issues without getting into a political campaign <br /> discussion. He said whether CAPP passes or not the City has been given approval by the voters to <br /> expand the pipeline provided that growth pays for the expansion. <br /> Ms. Michelotti thought the measure was worded that the extension was to build out the <br /> General Plan. She believed the CAPP Initiative would have a significant impact on Measure U. <br /> Ms. Ayala understood the existing pipeline that needs repairs are not able to handle all the <br /> growth that has been approved <br /> Mr. Pico said it depends on where you sit. The City of Livermore believes that it does not <br /> need the extra capacity, but the City of Dublin believes it needs the extra capacity. The opponents <br /> to CAPP are stating that Measure D shifts the burden of payment from developers to residents for <br /> Pleasanton's$68 million pipeline extension.
