or refuse, and for this purpose, the Fire Inspector (and /or the Fire Inspector's designee) <br /> and /or the contractor may enter upon private property to abate the nuisance. Before the <br /> weeds are abated by the City or a contractor, any property owner may remove the <br /> weeds, rubbish or refuse at the property owner's own expense. <br /> SECTION 2. The Fire Department or the contractor, as the case may be, shall <br /> keep an account of the cost of abatement for each separate parcel of land where the <br /> work is done and shall submit to the City Council for consideration, hearing and /or <br /> objections, modification and confirmation, an itemized written report showing the cost, <br /> all as more particularly described by Government Code Section 39574. <br /> SECTION 3. The weed abatement costs, including a 100% administrative <br /> charge, shall be the responsibility of the property owner of the parcel of land where the <br /> work was done. <br /> SECTION 4.
