Transportation Development Act Claim Form
TDA 4.5 Document E(a)
Description of Applicant an .d Transit System
1. Service and Operations Description
Door -to -Door Service
The City of Pleasanton Senior Citizens' Transportation Program was first initiated
by the Pleasanton Junior Women's Club in 1972. It was developed in response to
concerns about the lack of available transportation for senior residents no longer
able to drive. The Junior Women's Club donated a 12- passenger mini -bus to the
City with the stipulation that the vehicle be used to provide free transportation for
the City's elderly. In 1975, the Club donated a second van. As ridership demand
increased, the City applied for and received funds from the Metropolitan
Transportation Commission (MTC) and Alameda County enabling the City to
expand the prograrn.
Today, Pleasanton Pa:ratransit Service (PPS) provides door -to -door transportation
services to Pleasanton/Sunol senior residents 60 years or older, and disabled
residents age 18 years and older as part of the City's core services. Livermore
Amador Valley Transit Authority (LAVTA) determines Americans with
Disabilities Act (ADA) eligibility for disabled residents. The purpose of PPS is to
reduce isolation, increase socialization, and encourage independent living, thereby
minimizing the need For institutionalization and enhancing the quality of life for
residents no longer able to drive or those who do not have a car available to them.
This program focuses on door -to -door, driver - assisted transportation. A client
application is required to participate in the service.
The PPS fleet includes one (1) van and six (6) mini - buses. This demand -
responsive service is available Monday through Friday, 8:00 a.m. to 5:00 p.m.,
and Saturday, 9:00 a.m. to 4:00 p.m. For FY 2011 -12, there will be four (4)
drivers scheduled on weekdays, one (1) driver on Saturdays, and service will not
be offered on Sundays. Door -to -door ridership for the first 6 months is tracking
the same as last year with 6,675 rides provided. The Measure B Gap- funded
Downtown Route Service (DTR) continues to provide approximately 5,000 trips a
year, which directly impacts total ridership for the Door -to -Door program. When
PPS is not operating or when PPS is in high demand, LAVTA provides
comparable services to Pleasanton ADA eligible clients.
The PPS program staffing includes one (1) full -time and seven (7) part-time
drivers, all City of Pleasanton employees. All drivers are hired, trained, and
supervised by the City. There is currently one (1) full -time driver assigned to both
the Door -to -Door and Downtown Route. The Door -to -Door program is also
staffed by one (1) full -time and one (1) part-time dispatcher, who are both City
employees, and a pail- time office aide, who assists with passenger reservations.
