Neighborhood Stabilization Program (NSP)
The City of Pleasanton was not identified by HUD as being eligible for a directly allocation
of NSP funds through the Housing and Economic Recovery Act (HERA) of 2008 (first
round). NSP funds are intended to address the problem of already foreclosed properties on a
targeted needs basis. Funds may be used to finance, purchase, rehabilitate, demolish, and
redevelop foreclosed properties for housing opportunities. The program must benefit
individuals or households whose income does not exceed 120% of median income as defined
by HUD. The City participated in a Memorandum of Understanding in 2009 for the
successful allocation of NSP2 (second round) funds which are being administered by
Alameda County.
FY 2011 Amount: (no direct allocation to Pleasanton is anticipated)
Housing Opportunities for Persons with AIDS (HOPWA)
These funds, which are awarded annually on an entitlement and competitive basis, can be
used for a variety of housing and service activities for persons with AIDS.
