In addition to the use by right issue, staff continues to research growth management tools <br /> that are more likely to withstand judicial scrutiny. This may entail additional legal <br /> review. As a result, staff will be convening the subcommittee to discuss these issues. <br /> Notwithstanding the above, staff has completed its review of growth management <br /> ordinances in other communities and has begun making draft edits to the City's existing <br /> ordinance. Ultimately, once these legal matters are addressed, staff expects it will be <br /> able to move forward consistent with the Housing Element Update process timeline. <br /> NEXT STEPS <br /> At its meeting on May 4 the Housing Element Task Force will review input from the <br /> Housing Commission, Planning Commission and City Council and provide feedback to <br /> staff regarding the drafting of the Housing Element document.
