<br />Commissioner Blank commented that it would not be difficult to get the other party to <br />the table if 24-Hour Fitness is willing to pay the price. <br /> <br />b. PUD-82, David DiDonato, Donato Builders, Inc. <br />Work Session to review and receive comments on a proposal to <br />construct 13 detached single-family homes on an approximately <br />1.17-acre site located at 4171 and 4189 Stanley Boulevard. Zoning for <br />the property is R-1-6,500 (One-Family Residential) District. <br /> <br />Steve Otto presented the staff report and described the scope, layout, and key elements <br />of the proposal. <br /> <br />Commissioner Blank noted that the list of questions did not include the noise issue. <br /> <br />Mr. Otto explained that information on the noise issue, such as the train, would be <br />presented at the next meeting. <br /> <br />Commissioner Blank stated that he reviewed his deed of trust and <br />disclosures and noted that the train and railroad tracks were disclosed on three pages in <br />verbiage that could not be understood by a common lay person. He commented that <br />disclosures should be written in plain language. He then inquired what could be done if <br />noise from the train is at 60 dBA. <br /> <br />Chair Narum suggested that this issue be added as Question #12. She added that <br />there was a noise and vibration study report in the reading materials which provided <br />information on noise inside the house. <br /> <br />Mr. Otto stated that the report indicated what mitigation would be required in order to <br />meet the General Plan standards inside the homes. He added that as discussed in the <br />prior staff report, it does not address the train whistle or horn noise. <br /> <br />Commissioner Blank indicated that he specifically was concerned about the whistle and <br />the horn. He concurred with as Question #12. <br /> <br />Commissioner Pearce noted that the applicant had indicated that he was planning to <br />install 93 new trees. She stated that the number of trees in Exhibit A does not total 93. <br /> <br />Mr. Otto replied that the number of trees is in the range of 40. He added that the total <br />number of trees could be 93 if the applicant adds trees in the side and rear yards. <br /> <br />Chair Narum referred to the Tree Survey Map and inquired whether Trees #67 and #68 <br />were located inside the wall on the property or outside the wall, or whether the wall was <br />going through them. <br /> <br />PLANNING COMMISSION REGULAR MINUTES, February 9, 2011 Page 5 of 41 <br /> <br />
